SAN DIEGO (AP) — A Malaysian defense contractor nicknamed “Fat Leonard” who orchestrated one of the largest bribery scandals in U.S. military history has been arrested in Venezuela. The U.S. Marshals Service says Leonard Glenn Francis was arrested Tuesday (Sept. 20, 2022) as he was about to board a plane in Caracas. Francis was under home arrest in San Diego when he cut off his GPS ankle bracelet and escaped on Sept. 4, prompting an international manhunt. Francis was awaiting sentencing after pleading guilty in 2015 to bribing Navy officers to help his ship servicing company, then overcharging the military at least $35 million. Dozens of Navy officers were convicted for the scheme.
