Today (Jan. 30, 2023) is Day 13 of the 38-day South Dakota Legislative session.
With the deadline to introduce unlimited bills now passed, committee hearing agendas and the House and Senate calendars are full–and getting fuller. On top of this, the Senate will pass rules regarding the Special Committee on Discipline and Expulsion. Senate leaders formed the committee to investigate comments that Sen. Julie Frye-Mueller, a Republican from Rapid City, made to a Legislative Research Council staffer.
In more ordinary business:
At 7:45 a.m. (CT), the House State Affairs Committee considers several high-profile bills. One is HJR 5004, which would put a constitutional amendment on the 2024 general election that would allow the state to add a work requirement for Medicaid recipients who are “able-bodied.” The committee is also scheduled to consider SB 68. It would tighten the criteria if a non-returning legislator could attend a legislature-paid conference.
At 9 a.m., the Joint Appropriations Committee will consider the Department of Corrections’ budget.
At 2 p.m., the House and Senate go into session. The Senate is also scheduled to consider a resolution on studying nuclear energy and another bill strengthening the state’s oversite of pipelines.
The House is scheduled to consider a bill that would ban some non-compete agreements.
At 3 p.m., the House Military and Veterans Affairs Committee is scheduled to consider House Bill 1130. It would require an official declaration of war or other Congressional action before the South Dakota National Guard could be deployed overseas.
The legislature will meet Monday through Friday this week.
