(South Dakota Broadcasters Association)– Today (March 1, 2023) is the 32nd Legislative Day of the 2023 South Dakota Legislature. While yesterday was slower than usual, the House and Senate today both have extensive calendars when they meet at 2 p.m. (CT).
At 7:45 a.m., the Senate Health and Human Services Committee is scheduled to hear a bill that would not hold a woman who has an abortion criminally liable. (HB 1220). They are also considering a bill regulating hemp-derived delta-8 and delta-10 cannabis-like products. (HB 1226)
Also, at 7:45 a.m., the House State Affairs Committee considers a bill that would make all statewide candidates selected at party primaries. (SB 40). The committee is also supposed to consider a bill prohibiting a legislator’s spouse from being a private lobbyist. (SB 197)
The House Appropriations Committee at 8 a.m. will consider a bill that would set up to receive federal Medicaid expansion funds. (SB 149)
At 10 a.m., the Senate State Affairs Committee will hear a bill giving the Government Operations and Audit Committee subpoena power. (HB 1001)
The Senate Appropriations Committee is scheduled at 10:30 a.m. to hear the bill decreasing the state sales tax from 4.5 to 4.2%.
At 2 p.m., the Senate considers appropriation bills to continue planning for the new women’s prison in Rapid City and to begin planning and purchasing land for a new men’s prison in the Sioux Falls area. (HB 1016, HB 1017). The upper chamber is also scheduled to consider a bill for a new state public health laboratory. (HB 1022)
Also, at 2 p.m., the House will consider consenting to changes made in a bill that clarifies which ailments are eligible for medical marijuana. (SB 1). The lower chamber is also calendared to consider a measure that would outlaw ranked-choice voting in the state. (SB 55)
Again, it is low on the calendar, but the House may consider funding the Sanford Underground Research Facility for another $13 million to start planning for expanding laboratory space.
