(South Dakota Broadcasters Association)– At this late stage of the legislative session (March 7, 2023)–Day 35 of 38–there’s what the calendars and agendas say, then there’s what’s really going on behind the scenes in conference committees, the Republican caucus, with the Governor, a host of lobbyists and staffers and various negotiations.
In a word, it’s “fluid.”
A tax cut of some sort is what Republican leaders say they want. The House wants a broad, small percentage cut in the state’s broad 4.5% state sales tax. So does the Senate.
But the Senate also passed a repeal of Republican Gov. Kristi Noem’s top campaign issue–ending the state sales tax on groceries.
Still, other legislators want property tax relief.
Only property tax relief is on the calendar, and that is as a conference committee to work out differences between the chambers. (HB 1141A).
The House convenes at 9 a.m. (CT), the Senate at 10 a.m.
From 9 a.m. to noon, the Joint Appropriations Committee will set the budget for the omnibus appropriations bill the legislature will consider at the end of the session.
The committee is examining and setting the budgets of most of the executive branch.
