The first of two interceptions by Spencer Easland set up Kaiser’s first touchdown pass to Zabel with 6:15 left in the first quarter.
Brookings’ Blake Kannegieter fumbled away the ensuing kickoff return and Lincoln Schoenhard recovered for Pierre (2-0). Moser’s first touchdown, from a yard out, gave Pierre a two-score lead with 4:41 left in the first, extending the lead to 14-0.
After a Brookings punt, Moser had a 34-yard run to set his 20-yard touchdown run and the Governors led 21-0 after one quarter.
