The parking lot at the former City Hall building in Pierre is full of emergency response vehicles, but Pierre Fire Department chief Ian Paul says there is not an emergency situation occurring.
South Dakota National Guard 82nd Civil Support Team Commander Dale Gadbois says the Rapid City based group works with response teams around the state.
Gadbois says the training scenarios may be chemical, biological or radiological.
