(SDBA) — Today (Feb. 22, 2023) is “crossover day” at the South Dakota legislature. That’s the day when most bills must be passed or killed by their house of origin.
At 7:45 a.m. (CT), the Senate Health and Human Services Committee considers four bills dealing with medical marijuana. (HB 1129, 1132, 1150, and 1172)
At the same time, the House State Affairs Committee will hear several bills dealing with elections. (SB 86, SB 102, SB 116, SB 140)
The Joint Appropriations Committee continues to have a heavy workload. At 8 a.m., they will hear appropriation bills to fund and expand the Sanford Underground Research Facility (SB 35). They’ll also consider two bills on corrections, one to build a new prison in Rapid City and the other to begin the design phase of a new prison in Sioux Falls. (HB 1016, 1017)
The Senate State Affairs Committee meets at 10 a.m. to consider three election bills, including one that would tighten absentee voting. (HB 1112, 1124, 1165)
Also, at 10 a.m., the House Judiciary Committee considers a measure that would limit parole for violent offenders. (SB 146)
Both the House and Senate convene at 2 p.m.
The Senate has on its agenda a bill to reduce the penalty for unlawful possession of marijuana. (SB 205). They’ll also debate a bill to increase appropriations for the water and environment fund. (SB 152)
Over the in House, they’ll debate a bill establishing and funding a Center for American Exceptionalism at Black Hills State University. (HB 1070). They’ll also consider another measure requiring a percentage of signatures on an initiated constitutional amendment from each legislative district.
