MAY 17, 2024:
The South Dakota Department of Transportation and the City of Winner will hold a ribbon cutting ceremony Friday (May 17, 2024) to celebrate the completion of multi-year construction projects on U.S. Highway 18 and S.D. Highway 44.
Transportation Secretary Joel Jundt says the state highway infrastructure investment made through Winner on S.D. Highway 44 and U.S. Highway 18 will serve the needs of residents, and all who travel through this vital corridor, for many decades.
The ribbon cutting ceremony will be at 11am CT in the Bankwest parking lot (110 West 2nd Street) in Winner. Guests are asked to park outside of the Bankwest parking lot to accommodate the ribbon cutting ceremony, as well as banking customers.
Planned speakers include state and city officials.

NOVEMBER 16, 2023:
U.S. Highway 18 through Winner is expected to be open to traffic by the end of the day Friday (Nov. 17, 2023).
The South Dakota Department of Transportation says this completes the second phase of the reconstruction project for U.S. Highway 18 and S.D. Highway 44 in Winner. Traffic configurations will be restored to normal lane usage. Upon reopening, the reduced construction speed limit will be removed and the original speed limits of 30 and 45 mph will be in effect.
Although local over-width detours will be removed and general over-width restrictions will be lifted, motorists are asked to stay alert for short-term lane closures to complete localized project work. The application of the permanent striping, the installation of handrails on the newly constructed ADA ramps, along with a few miscellaneous clean-up items, will be completed in spring 2024.
This $20.9 million construction project included a two-year contract due to the large project size. The overall project completion date was scheduled for Nov. 17, 2023. Find additional information about this project at https://dot.sd.gov/winner-pcn-03tk-pcn-04f9.
APRIL 10, 2023:
Construction work is scheduled to begin today (April 10, 2023) on US Highway 18 between Winner and Colome. Work on this construction project consists of concrete repair, concrete surface grinding, new asphalt shoulders and bridge approach slab repair.
During concrete repair, speed will be reduced, and traffic will be diverted onto the gravel/dirt shoulders for one-mile increments. Care should be taken when driving on the shoulder due to spring conditions, especially during adverse weather. Truck traffic will be detoured to SD Highway 44 and SD Highway 49. Local trucks and deliveries will be permitted with a 10-foot width restriction in place. During work at the bridges, stop sign closures in both directions will be used. For all other work, traffic will be controlled by use of a flagger and pilot car.
This $4.8 million construction project is scheduled to be complete on Nov. 3, 2023.
