Euclid Avenue in Pierre reopening to vehicle traffic today at 6pm; Sidewalks will remain closed while work on them continues

Dec. 5, 2025:

At approximately 6pm CT Friday (Dec. 5, 2025), Euclid Avenue, Pleasant Drive and Pierre Street in Pierre will all be reopened to vehicle traffic, but pedestrian detours will stay in place.

Remaining work on sidewalks will continue in the coming weeks on north Pierre Street, Pleasant Drive, and Euclid Avenue from Prospect Avenue through Broadway Avenue. Vehicle traffic should proceed through these work zones at a reduced speed, be alert for construction workers and watch for equipment as the contractor continues to work adjacent to traffic.

Dec. 3, 2025:

Work on the first half of the Euclid Avenue/Highways 14-83 reconstruction project in Pierre started at the end of March (March 31, 2025) and should wrap up, for the most part, by the end of this week (Dec. 5, 2025).

South Dakota Department of Transportation Pierre Area Engineer Dean VanDeWiele says all of the hard surfacing is done from Sioux Avenue to Wynoka Street.

Vandewiele says if weather cooperates this week, traffic should get back to flowing as normal along Euclid Avenue.

All work on the 2026 portion of the Euclid Avenue reconstruction project in Pierre will start at Ss. Peter and Paul Catholic Church and proceed north to W. 8th Street– or just past the Donut Shop.

The overall completion date for the South Dakota Department of Transportation’s $26.4 million project is November 2026.

Nov.26, 2025:

Work on the first half of the Euclid Avenue/Highways 14-83 reconstruction project in Pierre started at the end of March (March 31, 2025) and since then, thousands of hours of labor and many more thousands of tons of materials have been used.

TJ Gallagher is the Operations Manager for Morris, Inc., the lead contractor for the project. He says crews worked a whole lot of hours.

Gallagher says preparing a road bed involves putting down gravel.

Between water, sewer and storm sewer, Gallagher says thousands of feet of pipeline were installed.

5800 tons of concrete were used in 2025 but because a number that large is difficult for most people to comprehend, Gallagher broke it down into something a little easier to imagine.

The first half of the Euclid project also required 3000 tons of asphalt.

This year’s work should be mostly finished by mid-December. All work for the 2026 portion of the Euclid Avenue reconstruction project in Pierre will start at Ss. Peter and Paul Catholic Church and proceed north to W. 8th Street– or just past the Donut Shop.

The overall completion date for the South Dakota Department of Transportation’s $26.4 million project is November 2026.

Nov. 20, 2025:

As concrete continues to be placed on E. Pleasant Drive in Pierre as part of the Euclid Avenue reconstruction project, access to the Corner Station, The Crossing, Central Couriers and the Game Stop has been updated.

Beginning Thursday (Nov. 20, 2025), the entrance and exit to the Corner Station, Central Couriers and the Game Stop is from Sioux Avenue and S. Pierre Street. Access to The Crossing is from S. Highland Avenue and E. Pleasant Avenue.

S. Euclid Avenue will not have thru traffic, but a temporary turnaround at the intersection with Pleasant Avenue is in place to allow pavement installation. The updated route will remain in place until Dec. 5, after which all streets, entrances and exits are expected to be open.

Nov. 3, 2025:

The end is in sight for the 2025 portion of the South Dakota Department of Transportation’s Euclid Avenue/Highways 14-83 reconstruction project in Pierre.

Morris, Inc., Operations Manager TJ Gallagher says all of the city utility pipeline systems under the street have been connected.

Gallagher says they’re still on track to have the street work completed by their deadline of the week before Thanksgiving.

Gallagher says they’re pretty much done in the Hilgers Gulch area for this year as well.

Oct. 25, 2025:

Beginning Saturday (Oct. 25, 2025), Morris Inc. is installing the last of the storm sewer for the Euclid Avenue Reconstruction Project. The concrete pipe, junction boxes and drop inlets will be installed at the intersection of Euclid and Pleasant Avenues.

To gain access to the Game Room, The Corner Station and The Crossing, please use the signals at the Capitol Avenue and Euclid Avenue intersection. Access to the Music Store and Hughes County Abstract will remain unchanged.

The intersection of Euclid and Pleasant is expected to be open on Wednesday.

Oct. 23, 2025:

Starting today (Oct. 23, 2025), people who like to walk through Hilgers Gulch in Pierre will be able to access two sidewalks that had been closed for the past several weeks.

Morris, Inc., Operations Manager TJ Gallagher says the sidewalks were closed for the Wynoka Street storm sewer drainage project– an off-shoot of the Euclid Avenue-Highways 14/83 reconstruction project.

Gallagher says they won’t be reseeding the grass this year.

Gallagher says they’ll be working on sidewalks Sunday in the area of Broadway Avenue and Prospect Avenue.

All of the street work for the first half of the South Dakota Department of Transportation’s Euclid Avenue-Highways 14/83 reconstruction project is scheduled to be complete by Nov. 21, 2025. In 2026, all of the work will be from Saints Peter and Paul Catholic Church, to the north edge of town.

Oct. 8, 2025:

Another segment of the Euclid Avenue- U.S. Highways 14/83 reconstruction project in Pierre is opening back up.

Morris, Inc. Operations Manager TJ Gallagher says they’ll open Euclid from Pleasant, going north on Thursday (Oct. 9, 2025).

However, the half-block from Pleasant to the train bridge viaduct near the federal building is still closed.

The overall completion date for the South Dakota Department of Transportation’s $26.4 million Euclid Avenue reconstruction project is November 2026.

Sept. 17, 2025:

Rainy weather is forcing delays in the work schedule for the Euclid Avenue-U.S. Highways 14/83 reconstruction project in Pierre.

Morris, Inc. Operations Manager TJ Gallagher says Pierre received about three inches of rain from Friday to Wednesday. He says crews spent Tuesday preparing for the rain on Wednesday.

Gallagher says even a small amount of rain can turn into a lot of running water coming down the streets and gutters.

Weather isn’t the only thing slowing down progress on the Euclid project.

Gallagher says installation has started on the Wynoka Street storm sewer drainage project– an off-shoot of the Euclid Avenue project– on the west side of Hilgers Gulch.

Gallagher says sidewalks on the west side of Hilgers Gulch will be closed to accommodate construction, but they’ll be reopened as construction progresses.

Sept. 3, 2025:

Storm sewer installation will begin next week (Sept. 8, 2025) on the west side of Hilgers Gulch in Pierre.

Morris, Inc., Operations Manager TJ Gallagher says the Wynoka Street storm sewer drainage project involves a lot of logistics in the Gulch.

Gallagher says being able to do the work in Hilgers Gulch now, gives them a head start on the Euclid Avenue-Highways 14/38 reconstruction project in Pierre next year.

Sidewalks on the west side of Hilgers Gulch will be closed to accommodate construction. Sidewalks will be reopened as construction progresses.

Gallagher says as Morris’ crews finish up other projects around the area, many of those workers will be joining the teams working on the Euclid Avenue projects in Pierre.

Again, construction work in Hilgers Gulch in Pierre will continue through the remainder of the 2025 construction season.

This week’s work schedule for the Euclid Avenue-Highways 14/83 reconstruction project in Pierre, includes the town’s sanitary sewer system.

Morris, Inc., Operations Manager TJ Gallagher says the work is at the intersection of Euclid Avenue and Pleasant Drive.

Gallagher says there will also be a lot of work happening from Capitol Avenue, going north.

Gallagher says they want to get as much asphalt put down as they can yet this year.

Gallagher says they plan to bring in an additional crew next month.

Aug. 19, 2025:

As part of the Euclid Avenue-Highways 14/83 reconstruction project in Pierre, work has started by the train viaduct bridge, just north of the federal building.

Morris, Inc., Operations Manager TJ Gallagher says some of the work will be above ground and other work will be done below ground.

The train viaduct bridge on Pierre Street/Euclid Avenue has a low clearance (11’3”), so Gallagher says they’ll have to bring equipment in on both sides do some of the installation work.

Gallagher estimates it’ll take about another week to get most of the underground work done in the half-block area from under the train viaduct bridge on Pierre Street, north to Pleasant Drive.

Businesses are open along the areas where work is being done on Euclid Avenue, but customers may need to use temporary entrances or parking areas to access them.

As the construction zone areas for the Euclid Avenue project move according the work being done, the public is reminded to be alert for workers, construction vehicles and longer queues of traffic.

Aug. 11, 2025:

This week (Aug. 12, 2025), a series of traffic pattern changes will take place on the Euclid Avenue-Highways 14/83 reconstruction Project in Pierre.

Morris, Inc., Operations Manager TJ Gallagher says one major change will happen in front of the federal building.

Because the alley will be closed, Gallagher says the U.S. Postal Service mailbox in the alley will temporarily be placed in front of the federal building so people will still have access to it.

Gallagher says crews will also be working on Euclid Avenue east of the Hughes County Courthouse.

Aug. 8, 2025:

During the week of Aug. 11, 2025, a series of traffic changes will be implemented. Pierre Street will be opened from Sioux Avenue to south of the railroad overpass where traffic will U-turn and return to Sioux Avenue. Access to the alleys immediately south of the railroad overpass will be closed. After-hours mail currently located in the alley north of the U.S. Post Office will be temporarily relocated to Pierre Street in front of the U.S. Post Office.

The intersection of Pleasant Drive and Pierre Street will be closed. Access to businesses east of the intersection will be from Euclid Avenue and Highland Avenue. Access to businesses west of the intersection will be from West Pleasant Drive.

Euclid Avenue will be opened between Pleasant Drive and Capitol Avenue for vehicular traffic, but will remain closed to pedestrians.

The intersection of Capital Avenue and Euclid Avenue will be open as a three-way stop, with Euclid Avenue closed north of Capital Avenue.

The intersection of Prospect Avenue and Euclid Avenue will be closed as construction commences through the intersection.

The intersection of Euclid Avenue and Broadway Avenue will be closed. Pedestrians will be able to cross all four legs of the Sioux Avenue and Pierre Street intersection to access the U.S. Post Office in the northeast quadrant of the intersection.

Aug. 7, 2025:

Asphalt and concrete street surfaces have been laid down on several portions of the South Dakota Department of Transportation’s Euclid Avenue/Highways 14/83 reconstruction project in Pierre.

Morris, Inc. Operations Manager TJ Gallagher says it’s great to have those sections of the project protected from the wet weather we’ve been having this summer.

Gallagher says the contractors have adjusted well when they’ve had to change their original plans because of one thing or another.

People should be able to park on Pierre Street/Euclid Avenue in front of the federal building in Pierre by early next week.

TJ Gallagher is the Operations Manager for Morris, Inc., the lead contractor for the South Dakota Department of Transportation’s Euclid Avenue/Highways 14/83 reconstruction project in Pierre. He says Monday, Aug. 11, 2025, is the target date for having the work moved to the north side of the train bridge.

Gallagher says when the work moves north of the train bridge, the intersection of Pierre Street/Euclid Avenue and Pleasant Drive– at the S-curve– will be closed.

Gallagher says they’re also working ahead to be ready when school starts at St. Joseph’s Catholic School in Pierre on Aug. 19.

As of Friday (Aug. 1, 2025), pedestrians may now cross Sioux Avenue in Pierre by the Federal Building.

Morris Inc. Operations Manager TJ Gallagher says the new traffic lights at the intersection of S. Pierre Street (or Euclid Avenue) and Sioux Avenue were turned on earlier this week (July 29, 2025). Now, he says, the newly installed crosswalk push buttons have been activated.

However, because work on the Euclid Avenue/U.S. Highway 14/83 reconstruction project continues near the federal building, drivers are not be able to turn north at the Sioux Avenue/Pierre Street intersection.

July 24, 2025:

On Thursday (July 24, 2025), the intersection of Capitol Avenue and Euclid Avenue in Pierre will be closed to traffic for asphalt surfacing operations.

Crews will be putting down the final asphalt surfacing on Euclid from Pleasant Drive through Capitol Avenue. During this phase of construction, traffic should use Prospect Avenue or Pleasant Drive. Motorists should be aware that there will be a gravel surface on Prospect Avenue and traffic will be controlled by stop signs.

The South Dakota Department of Transportation anticipates this section of asphalt surfacing will take approximately one week, with Capitol Avenue reopening to traffic on or before Aug. 1, 2025.

July 22, 2025:

The sidewalk and more of the concrete sections of road surface are taking shape in front of the federal building this week as part of the South Dakota Department of Transportation’s Euclid Avenue/Highways 14/83 reconstruction project in Pierre.

Morris, Inc., Operations Manager TJ Gallagher says the gravel is in and ready for the road surface material to be poured.

Gallagher expects the paving crew to start from Pleasant Drive through Capitol Avenue late this week.

Gallagher says Prospect is still closed while utility and other work is being done.

July 16, 2025:

July 9, 2025:

More traffic pattern changes are happening on the South Dakota Department of Transportation’s Euclid Avenue/Highways 14/83 reconstruction project in Pierre.

Morris, Inc., Operations Manager TJ Gallagher says the intersection of Capitol Avenue and Euclid has been opened for east and west bound traffic, but you can no longer cross Euclid on Prospect Avenue.

The traffic light isn’t back up at Euclid and Capitol, so Gallagher says they’ve put up temporary stop signs.

Gallagher doesn’t anticipate the stop signs will be up for very long.

Additionally, Sioux Avenue by the federal building in Pierre and lower Pierre Street have both been opened back up (July 9, 2025) to their traditional traffic configurations.

Traffic at the Sioux Avenue/Euclid Avenue intersection is back to five-lanes– two in each direction and a center turn lane– while South Pierre Street has gone back to being a one-way, southbound street with restored access from Sioux Avenue.

However, because work the Euclid Avenue/U.S. Highway 14/83 reconstruction project continues in front of the federal building, drivers are not be able to turn north at the Sioux Avenue/Pierre Street intersection. Traffic signals and pedestrian push buttons won’t be installed until construction in that area is finished. In the interim, pedestrians wanting to cross Sioux Avenue at its Pierre Street intersection, will continue to be detoured to the traffic signals at Highland Avenue and Central Avenue.

On Sioux Avenue, Morris, Inc., Operations Manager TJ Gallagher says traffic has been moved to the outside two lanes.

Gallagher says concrete has to meet certain specifications before it can handle being driven on.

Gallagher says while the concrete on Sioux Avenue may be ready for traffic next week, the traffic lights at the intersection of Sioux and Euclid will initially be temporary.

Once Sioux Avenue fully opens up, Gallagher says South Pierre Street will go back to normal as well.

June 27, 2025:

Traffic pattern changes are happening (June 28, 2025) on the South Dakota Department of Transportation’s Euclid Avenue/Highways 14/83 reconstruction project in Pierre.

From Friday through Tuesday (June 27-July 1, 2025), access to the Walgreens parking lot from Euclid/South Pierre Street will be closed.

During working hours on Saturday and Monday, alley access to the federal building will be maintained in a one-way traffic configuration and be controlled with flaggers. This access will be closed in the evenings and on Sunday. Additionally, the U-turn located south of the railroad viaduct bridge will be moved up to the north side of the viaduct.

On Sioux Avenue, Morris, Inc., Operations Manager TJ Gallagher says most of the concrete has been poured.

Gallagher says they’ll be mostly finished up in front of the federal building next week.

Gallagher says they’ve moved some crews up the road to be working on the east side of the Hughes County Courthouse in order to meet project deadlines.

Despite a few days of 100-degree-plus heat, crews continue to get work done on the Euclid Avenue/Highways 14/83 reconstruction project in Pierre.

Gallagher says the one-inch-plus of heavy rain that fell about a week ago forced them to redo some gravel work being done on the west side of the St. Charles building.

Gallagher says despite the minor setbacks, the Euclid Avenue project is going fairly smoothly, so far.

June 11, 2025:

Despite some heavy rains, strong wind and hot weather over the past several weeks, the work on the Euclid Avenue/Highways 14/83 reconstruction project in Pierre remains on schedule. However, weather isn’t the only thing that could set the project back.

Morris, Inc., Operations Manager TJ Gallagher says keeping the supplies they need on hand can be challenging.

Gallagher says working around the existing utilities that are underground can also present some obstacles.

In some instances, he says they have to get creative to make things fit into a confined space.

If necessary, Gallagher says they can temporarily move some Morris employees to other projects to keep them busy if their work on Euclid Avenue gets delayed.

Gallagher says there are a lot of Morris employees working in the background to keep all of their projects and people working smoothly and safely.

Starting Thursday (June 5, 2025), access to the federal building in Pierre has been changed to accommodate work being done on the Euclid Avenue/Highways 14/83 reconstruction project.

Morris, Inc., Operations Manager TJ Gallagher says this work is projected to be completed on or before July 3, 2025.

Gallagher says the work at Sioux Avenue is also on schedule to be finished on or before July 3.

Being roughly three months into the Euclid Avenue project construction, Gallagher credits all of the crews for rolling with the punches to keep the work on schedule, up to this point.

Saturday, the alley that runs between the federal building and the railroad tracks– or from Pierre Street to Central Avenue– will be temporarily closed to thru traffic while crews do work to connect the utilities in that area. The alley will be re-opened by Monday morning.

June 3, 2025:

Once work in front of the federal building is finished as part of the Euclid Avenue/Highways 14/83 reconstruction project in Pierre, street flooding in that area shouldn’t happen very often.

TJ Gallagher is the Operations Manager for Morris, Inc., the lead contractor on the project. He says the new storm water pipes and holding area being installed under the street are much bigger than the previous ones.

Gallagher says the pipe the storm water basin will empty into is large enough to handle the increased flow.

Gallagher says putting in the much larger holding area required them to do the work in a different order than they typically do.

May 29, 2025:

Pierre received several inches of much-needed rain last week, but it caused some problems for the crews working on the Euclid Avenue/Highways 14/83 reconstruction project in Pierre.

TJ Gallagher is the Operations Manager for Morris, Inc., the lead contractor on the project.

Gallagher says there was a traffic pattern change this week (May 28, 2025) by the federal building, at the intersection of Sioux Avenue and Euclid Avenue.

Gallagher says the vehicle and pedestrian detour routes for accessing lower Pierre Street remain the same.

May 22, 2025:

On Wednesday (May 28, 2025), there will be a traffic pattern change on the Euclid Avenue project in Pierre.

The two-way traffic at the intersection of Euclid and Sioux Avenue will be moved to the south side of Sioux Avenue. Access to the post office and the Federal Building will be from Pleasant Drive and Pierre Street.

Pedestrian access to the post office and Federal Building will be detoured from the Sioux Avenue intersection to the stoplights at Central and Highland.

The S. Pierre Street detour will remain in place during this phase of work. Lower Pierre Street business access from Sioux Avenue continues to be from Central and Dakota Avenues, as well as from Highland and Dakota Avenues.

May 19, 2025:

Construction activities scheduled for the Euclid Avenue/Highways 14/83 reconstruction project in Pierre will begin impacting access to the Hughes County Courthouse this week.

Morris, Inc. Operations Manager TJ Gallagher said starting Wednesday (May 21, 2025), people should use the entrances on North Grand Avenue or East Prospect Avenue to access the courthouse parking lots. If weather cooperates, he said access from Euclid should be back open in a few weeks.

As far as rain, Gallagher said crews can make some adjustments so they’re able to continue getting some work done.

Rain isn’t the only weather situation that can throw a monkey-wrench into a construction schedule. Gallagher says high wind or extreme heat can also cause delays.

Gallagher says they formulate a construction plan based on what they know about the area they’re working in. But, he says, sometimes they uncover unexpected surprises.

Gallagher says traffic pattern changes will be happening in the next few weeks in the area of the Sioux Avenue and Euclid Avenue intersection. May 16, 2025:

One section of the Euclid Avenue/Highways 14/83 reconstruction project in Pierre could be finished by the end of the month.

Earlier this week (May 14, 2025), Morris, Inc. Operations Manager TJ Gallagher said the subcontractor is moving right along pouring cement at the Sioux Avenue/Euclid Avenue intersection.

Gallagher says despite the wet weather, they’ve been making progress on the block of Euclid between Sioux Avenue and Pleasant Drive.

Gallagher says if the weather cooperates, the project will remain on schedule.

With the progress of the Euclid project comes changes to the traffic pattern. Gallagher encourages people to sign up to receive text messages about those changes.

Gallagher says pedestrians have gotten lax again about obeying the sidewalk detour routes. He says people cutting through the construction work areas is a serious safety hazard for them, as well as for the construction workers.

May 7, 2025:

As the Euclid Avenue/Highways 14/83 reconstruction project got underway, Pierre city staff found two sections of sanitary sewer line that need repairs.

Pierre Project Manager Gidget Palmer says fixing those issues will cost an additional $61-thousand ($61,264), but the work can be completed without interrupting what’s being done on Euclid.

Morris, Inc. Operations Manager TJ Gallagher says they’ll start the repairs Thursday (May 8, 2025).

Wet weather has forced some project delays, but Gallagher says they’ve been able to move crews around to make up for some of the lost time in the area in front of the federal building and post office.

May 1, 2025:

The work had been on schedule, but rainfall in the past week has caused some delays for the Euclid Avenue/Highways 14/83 reconstruction project in Pierre.

Morris, Inc. Operations Manager TJ Gallagher says constructions areas need to dry up, at least somewhat, before crews can get back to work after a rain.

Gallagher says they moved some crews around to try to limit how far the project was set back.

Despite the rain and muddy conditions, Gallagher says crews did make some progress.

It might be difficult for the general public to see much progress at this point, because a lot of the work so far has been things that needed to be installed or worked on, before the actual roadway can be built. Gallagher says changes in the coming week or two will be more noticeable.

Gallagher says people driving through the intersection of Sioux Avenue and Pierre Street have gotten better about following the 15mph speed limit. He says pedestrians continue to be fairly diligent about following the sidewalk detour routes and not cutting through the construction work areas.

April 29, 2025:

As part of the South Dakota Department of Transportation’s Euclid Avenue/Highways 14/83 reconstruction project in Pierre, an area near the intersection of Euclid Avenue and Pleasant Drive will be without water service for about four hours today (April 29, 2025).

From 9am-1pm CT, water will be turned off to allow crews to install a new water main at the intersection of Euclid and Pleasant. Businesses that will be without water during this time are: Century Link, the Corner Station, The Crossing, Greenback Casino, The Game Room and Olinger Lovalad, McCaharen & Reimers PC.

April 25, 2025:

While many people are grateful for the rainfall we’ve had recently, there’s at least one construction company that wouldn’t mind seeing some drier weather.

Morris, Inc. Operations Manager TJ Gallagher is leading the work on the Euclid Avenue/U.S. Highways 14/83 reconstruction project in Pierre. He says even just a little bit of rain can be problematic, especially with the incline that Euclid Avenue has.

Gallagher says Monday’s (April 28, 2025) plan to install a new water main at the intersection of Euclid Avenue and Pleasant Drive has been rescheduled for Tuesday. He says water will be shut off to a small area between 9am-1pm CT.

Business that will be without water during that time are Century Link, the Corner Station, Greenback Casino, The Crossing, The Game Room and Olinger Lovalad, McCaharen & Reimers PC (see map image below).

Gallagher says pedestrians have gotten better about not cutting through their work areas, but vehicles going through the intersection of Sioux Avenue and Pierre Street tend to be going faster than the 15mph speed limit that’s posted.

One thing that’s taken a little bit of getting used to, according to Gallagher, is fitting large equipment into small work areas.

April 16, 2025:

“Exactly on schedule.”

Those are the words of Morris, Inc. Operations Manager TJ Gallagher regarding the current status of the Euclid Avenue/U.S. Highways 14/83 reconstruction project in Pierre.

In order to install a sewer line bypass, Gallagher says his team will be working overnight from approximately 10pm CT Wednesday night (April 16, 2025) until 6am Thursday morning.

For safety reasons, the speed limit at the intersection of Sioux Avenue and Pierre Street has been reduced to 15mph and pedestrians wanting to cross Sioux Avenue MUST use the traffic signals at Central Avenue or Highland Avenue– and NOT go through the work area in front of the federal building and post office.

Traffic flow changes have been marked, pedestrian safety enhancements put into place and informational signage posted showing detour routes to access affected business locations have all been made in the past week as part of the Euclid Avenue/U.S. Highways 14/83 reconstruction project in Pierre.

Erin Severyn with Morris, Inc. is one of the project managers for the South Dakota Department of Transportation’s $26.4 million, two-year project.

Additionally, Severyn says the speed limit at the intersection of Sioux Avenue and Pierre Street has been reduced to 15mph. As far as utility service disruptions, he doesn’t anticipate any of those in the very near future.

Currently, pedestrians need to cross Sioux Avenue using the traffic signals at Central Avenue or Highland Avenue– and NOT try to cross at Pierre Street.

The traveling public is asked to be alert through the work zones for longer queues of traffic, construction vehicles and workers adjacent to traffic.

April 3, 2025:

After a being delayed a few days because of the wet weather, the contractor for the Euclid Avenue reconstruction project in Pierre began setting up traffic control markings Thursday (April 3, 2025).

Traffic control on South Pierre Street is being changed to a two-way traffic configuration. Detour signage on Sioux Avenue at Central and Highland Avenues will direct local business patrons to Dakota Avenue, where they can then access South Pierre Street. Detour signing and pavement markings will be in effect by Friday.

Weather dependent, the two-way traffic configuration for east and west commuters through the Sioux Avenue and Pierre Street intersection will be set up either Saturday or Monday. This traffic route through the intersection will be in effect until July 3, 2025. Access to Pierre Street from its intersection with Sioux Avenue will be closed.

Traffic signals at Sioux Avenue and Pierre Street will no longer be used, and drivers will need to go through the intersection at a reduced speed. Pedestrians needing to cross Sioux Avenue at the Pierre Street intersection will be detoured to the traffic signals at Highland Avenue and Central Avenue. Do NOT walk through the work area to cross at Pierre Street.

During the two-way traffic pattern through the Sioux Avenue and Pierre Street intersection, a 12-foot width restriction will be in effect. Over-width vehicles will be routed around the dam on a signed detour route using S.D. Highway 1806, S.D. Highway 204, and S.D. Highway 1804.

The traveling public is asked to be alert through the work zone for longer queues of traffic, construction vehicles and workers adjacent to the moving traffic.

Weather threw a wrinkle into the contractor’s plan for work that started Monday (March 31, 2025) on the South Dakota Department of Transportation’s $26.4 million Euclid Avenue/U.S. Highway 14/83 reconstruction project in Pierre.

Morris, Inc. Operations Manager TJ Gallagher says they were able to adjust and begin working in a slightly different area.

Gallagher said they also had to change a plan to allow trucks to haul in wet weather.

Currently, pedestrians need to cross Sioux Avenue using the traffic signals at Central Avenue or Highland Avenue– and NOT try to cross at Pierre Street between the post office/federal building and Walgreens. Gallagher says various barricades and pedestrian detours have been put in place for everyone’s safety and people need to follow those directions.

Gallagher says there will be multiple traffic flow changes throughout the two-year project. He says so far, people are being patient and he hopes they will continue to be.

March  31, 2025:

Work on the $26.4 million U.S. Highway 14/83/Euclid Avenue reconstruction project in Pierre started today (March 31, 2025).

The contractor, Morris, Inc. of Fort Pierre, began in multiple locations on the south end of the project. Operations Manager TJ Gallagher says pedestrians are encouraged to cross Sioux Avenue using the traffic lights at Central Avenue and at Highland Avenue.

Gallagher says areas between Sioux Avenue and the railroad bridge should be open by early July.

Gallagher says those who use the Saint Charles parking area will have a way to get in and out.

Various closures are scheduled during the 2025 construction season. A weekly update meeting will be held every Wednesday at 11am CT at the AGC Building (300 E. Capitol Ave, Suite 1) in Pierre.

March 28, 2025:

The $26.4 million Euclid Avenue/US Highway 14/83 reconstruction project in Pierre starts Monday (March 31, 2025).

Morris Incorporated is the contractor. At a recent informational meeting, Operations Manager TJ Gallagher shared the basics of the project’s two year timeline.

Gallagher said Phase Two will be done almost simultaneously with parts of Phase One, but the Phase Two work will be in the Pleasant Drive and Capitol Avenue area.

Gallagher says Pierre Street, south of Sioux Avenue, will become a one-way with no access from Sioux.

Traffic on Sioux Avenue will be reduced to a single lane in each direction during the early phases of the project.

The overall completion date is November 2026.

Informational meetings about the upcoming Euclid Avenue/U.S. Highways 14 and 83 reconstruction project in Pierre will be held tomorrow evening (March 20, 2025) in the lower level meeting area at Saint Peter & Paul Catholic Church (210 E. Broadway Ave.).

South Dakota Department of Transportation Pierre Area Engineer Dean VanDeWiele says there will be three different sessions.

For those who aren’t able to attend their designated meeting, VanDeWiele says the information presented will still be available.
