South Dakota Governor Larry Rhoden has signed an executive order (EO 2025-04) that calls for the establishment and enforcement of a secure, standard system for state workers to report suspected wrong-doing by state employees or supervisors.
Rhoden says South Dakota’s government will be accountable and responsible with taxpayer dollars. He says the Executive Order ensures efficient reporting through the following means:
- Instructs the Bureau of Human Resources and Administration (BHRA) and the Bureau of Information and Telecommunications to create a secure standard reporting mechanism;
- Encourages employees and requires supervisors to submit reports of improper governmental conduct through the standard online reporting system to the Attorney General and Auditor General, as required by SB 62; and
- Directs BHRA to create and implement training to ensure all state employees and supervisors are informed of the obligations and protections encompassed in SB 62 and SB 63.
The executive order implements the provisions laid out in SB 62 and SB 63, which Rhoden signed into law during the 2025 legislative session after collaborating with Attorney General Marty Jackley. The two laws take effect July 1, 2025.
