Rhoden signs Richmond Lake dam repair bill

March 31, 2026:

South Dakota Governor Larry Rhoden signed SB 121, which transfers moneys and makes an appropriation for the replacement of the Richmond Lake dam and spillway.

“Investing in reliable infrastructure is essential to keeping our communities strong, safe, and free,” said Rhoden. “I’m proud to sign this bill to protect the Aberdeen community and ensure the Richmond Lake dam continues to serve South Dakotans for generations to come.”

Rhoden signed this bill at a signing ceremony.

Rhoden has signed 240 bills into law and vetoed two this legislative session.

March 27, 2026:

South Dakota Governor Larry Rhoden signed (March 27, 2026) five bills supporting agriculture and rural communities, including HB 1048, which makes an appropriation for the expansion of broadband infrastructure.

“Our ag industry and rural communities are the heartbeat of our state,” said Rhoden. “By investing in rural broadband, we create new opportunities for rural South Dakotans to be connected without having to relocate to find success.”

Rhoden also signed the following four bills:

• SB 131 revises the season in which a nonprofit organization may host a special pheasant hunt for disabled veterans and Purple Heart recipients;
• SB 231 creates the water infrastructure development fund, provides an appropriation, provides for the awarding of grants and loans from the fund for certain rural water projects, and declares an emergency;
• HB 1254 exempts any soil amendment used exclusively for agricultural purposes from sales tax; and
• HB 1263 eliminates an exclusion from the definition of an agricultural equipment dealer.

Rhoden also signed six bills that support students and education across the state, including HB 1017, which gives school boards flexibility to find alternative settings for students.

“Our students are the future of our state, and it’s important that we continue to give them the resources, support, and opportunities they need to succeed,” said Rhoden. “This bill helps deliver a safe learning environment without continuous disruption, allowing teachers to teach all students. In turn, this ensures students receive the instruction they need in a location that works best for them.”

Rhoden signed HB 1017 at a bill signing ceremony at Holgate Middle School in Aberdeen.

Rhoden also signed the following five bills:

• SB 106 modifies the amount required to be set aside for extraordinary expenses incurred in providing special education programs;
• HB 1082 establishes parameters for the reimbursement of school districts that provide free or reduced-price meals to students;
• HB 1244 repeals the special donations fund and makes an appropriation to the Department of Education for the provision of a grant to support the Jobs for America’s Graduates-South Dakota program;
• HB 1249 amends provisions pertaining to the School Finance Accountability Board, and the process by which a recommendation of the board is approved; and
• HB 1262 makes an appropriation for a non-residential, school-based, therapeutic services facility in Brown County and to declare an emergency.

Rhoden has signed 239 bills into law and vetoed two this legislative session. There are no additional bills awaiting action by the Governor.

South Dakota Governor Larry Rhoden signed (March 25, 2026) 12 bills that emphasize “taking care of people,” including SB 221 and HB 1220, which regulate the sale of nicotine products.

“South Dakota is a special place – not just because of its beautiful land, but because of the people who call it home,” said Rhoden. “Taking care of South Dakotans will always be my number one priority. By protecting consumers and strengthening healthcare, we are ensuring our people remain strong, safe, and free.”

Rhoden also signed the following 10 bills:

• SB 15 creates the Developmental Disability Service Delivery Committee;
• SB 89 creates a task force to study the provision of emergency medical services as an essential service and the funding thereof;
• SB 90 expands the information required to be sent to the prescription drug monitoring program for each registry identification card holder;
• HB 1006 creates a taskforce to study the creation of Indian medicaid managed care entities in the state;
• HB 1148 adopts the respiratory care interstate compact;
• HB 1199 addresses prior authorization and reporting requirements by utilization review organizations and health carriers;
• HB 1200 makes an appropriation for victim services provided by nonprofit organizations;
• HB 1250 revises the types of community-based providers for purposes of state funded services;
• HB 1292 limits the ability of a health carrier to recoup, recover, or retroactively deny previously paid claims; and
• HB 1299 permits the use of biological filtration systems in water recreational facilities located in certain lodging establishments.

Rhoden also VETOED HB 1138, which requires the licensure of non-medical home care agencies. He outlined his decision in a letter to the Legislature, which you can find here.

“Protecting vulnerable South Dakotans is a responsibility I take seriously. But when government regulates, those regulations should be as limited and targeted as possible,” wrote Rhoden. “I am directing the Department of Health to work with stakeholders to develop a more effective framework that provides meaningful protections without placing unnecessary burdens on those who provide essential services.”

Rhoden has signed 222 bills into law and vetoed two this legislative session.

March 24, 2026:

South Dakota Governor Larry Rhoden signed (March 24, 2026) six Open for Opportunity bills into law, including SB 76, which supports the expansion of the Sioux Falls and Rapid City airports.

“South Dakota is Open for Opportunity! We’ve been growing in incredible ways, and expanding our airports is essential to keep that momentum going,” said Rhoden. “More gates, more flights, and more destinations means more visitors, more business, and more opportunity. It’s a win for South Dakotans across our entire state, and it will lead to an even stronger future.”

SB 76 uses existing dollars to provide low-interest loans that will help support expansion efforts at both airports. Governor Rhoden signed SB 76 at the Rapid City Airport.

Rhoden also signed the following five bills:

• SB 37 makes appropriations for water and environmental purposes and declares an emergency;
• SB 135 protects residents from increased utility costs and utility shortages caused by data centers and clarifies authority to regulate data centers;
• SB 204 revises certain criteria for loans from the South Dakota housing infrastructure fund;
• SB 222 makes an appropriation for eligible water, wastewater, storm water, and riparian buffer initiative projects and declares an emergency; and
• HB 1038 allows the Public Utilities Commission to assess actual costs to data centers that are customers of public utilities.

Rhoden has signed 210 bills into law and vetoed one this legislative session.

South Dakota Governor Larry Rhoden signed (March 23, 2026) seven public safety bills into law, including HB 1298, which prevents the doxxing of law enforcement and judicial officers.

“South Dakota is strong, safe, and free because of the law enforcement and judicial officers who work hard to protect our people,” said Rhoden. “This legislation strengthens those efforts – supporting law enforcement, protecting South Dakotans, and reinforcing our commitment to public safety.”

Rhoden announced the original version of HB 1298 in his State of the State Address.

Rhoden also signed the following six bills:

• SB 49 safeguards the integrity, privacy, and security of genetic data and provides a civil penalty therefor;
• SB 69 makes an appropriation for the purchase of a new Division of Highway Patrol airplane and mission equipment and declares an emergency;
• SB 107 adds licensed and registered child care programs to the definition of community safety zone;
• SB 136 makes an appropriation for grants to support the purchase of personal protective equipment by volunteer fire departments and declares an emergency;
• HB 1175 revises provisions related to Division of Criminal Investigation cooperation with Indian tribes; and
• HB 1300 excepts victims of human trafficking or domestic abuse from certain clemency notice requirements.

Rhoden also signed SB 79, a bill that supports a new advanced manufacturing laboratory space and classrooms for South Dakota students at Southeast Technical College.

March 20, 2026:

South Dakota Governor Larry Rhoden signed (March 20, 2026) three pro-life bills into law, including HB 1274, which stops illegal abortion pills from killing South Dakota babies and harming South Dakota moms. Rhoden signed these bills at the Alpha Center, a crisis pregnancy center in Sioux Falls.

“South Dakota is the most pro-life state in America. Our laws reflect the fact that an unborn child is a person – and that child is worthy of our protection and respect,” said Rhoden. “By stopping illegal abortion pills from coming into South Dakota, we continue to stand for life and protect the next generation of South Dakotans.”

In his State of the State Address, Governor Rhoden highlighted the fact that the biggest threat to unborn lives in South Dakota is the illegal shipment of abortion pills into the state. Rhoden previously worked with Attorney General Marty Jackley to stop illegal advertisements of these pills; now HB 1274 allows the Attorney General to actually prosecute the shipment of pills for purposes of an unlawful abortion.

Rhoden also signed the following two bills:

• HB 1257 amends the definition of an abortion to make clear that miscarriage management and ectopic pregnancy are not abortions; and
• HB 1313 requires education in prenatal human growth and development.

Rhoden also signed three bills that “protect South Dakota values,” including HB 1184, which clearly defines “man” and “woman” in state law.

“South Dakota has always stood for truth, and my Administration will continue to uphold the values that make our state strong, safe, and free,” said Rhoden. “These bills reflect our commitment to carry those values forward for future generations.”

President Trump previously issued an Executive Order restoring biological truth, recognizing male and female as the only two sexes. HB 1184 reflects those same values.

Rhoden also signed the following two bills:

• SB 159 revises requirements pertaining to the minimum age for marriage; and
• HB 1161 amends provisions related to changing rooms, sleeping quarters, and restrooms.

March 19, 2026:

South Dakota Governor Larry Rhoden signed five budget bills into law (March 19, 2026), including HB 1326, the general appropriations act for Fiscal Year 2027.

“We do a lot of things right in South Dakota. When it comes to fiscal responsibility, we are second to none,” said Rhoden. “This is the 137^th year in a row that we have delivered a balanced budget! We recognize these dollars aren’t ours – they belong to the people of South Dakota, and I am proud of our commitment to invest them wisely.”

South Dakota has a AAA credit rating from every major credit rating agency, is one of only three states with a fully-funded pension program, and has a constitutional requirement that the budget be balanced.

Rhoden also signed the following four bills:

• SB 74 transfers moneys to the general fund from the budget reserve fund and the general revenue replacement fund, and declares an emergency;
• SB 78 revises the General Appropriations Act for fiscal year 2026;
• SB 119 creates the capitol restoration fund and transfers moneys thereto; and
• HB 1051 revises property tax levies for school districts and revises the state aid to general and special education formulas.

HB 1051 is the levy bill that is part of the package that delivers the largest property tax cut in South Dakota’s history. The bill cuts the mill rate on the statewide general education levy by 1.68, meaning that for every $1,000 in taxable value on a South Dakota home, the property taxes will decrease by $1.68. March 18, 2026:

South Dakota Governor Larry Rhoden signed (March 18, 2026) three Open for Opportunity bills into law, including SB 102, which supports the community of Deadwood by modifying the distribution of gaming revenues. Governor Rhoden signed SB 102 at the Days of ‘76 Museum.

“I am committed to keeping our communities strong and South Dakota Open for Opportunity – and that is exactly what these bills do,” said Rhoden. “In particular, SB 102 will help ensure that Deadwood can continue to grow, thrive, and support our state’s economy for years to come.”

This past fall, Deadwood’s leaders met with the Governor, and they communicated their desire to see this legislation brought forward. Bureau of Finance and Management Commissioner Jim Terwilliger went to work to help deliver a solution through SB 102.

Rhoden also signed the following two bills:

• HB 1215 authorizes counties and municipalities to issue a license for a cigar bar; and
• HB 1245 authorizes municipalities to establish a local funding mechanism for capital improvement projects.

HB 1245 promotes local control, giving South Dakotans a choice to support new projects in their community. It will encourage local communities to plan responsibly and remain Open for Opportunity.

Rhoden has signed 185 bills into law and vetoed one this legislative session.

South Dakota Governor Larry Rhoden signed (March 17, 2026) nine good government bills into law, including SB 39, which repeals the state industrial hemp program.

“South Dakotans deserve a small, limited government that works effectively, stays accountable, and makes commonsense decisions,” said Rhoden. “These bills shrink the size of our state government, reduce regulation, and ensure state government continues to work the way it should – responsibly for the people.”

Rhoden also signed the following eight bills:

• SB 3 limits the types of residential improvements for which counties, municipalities, and townships may require a permit;
• SB 132 modifies provisions related to the South Dakota Veterans Council;
• SB 219 requires that a state agency consult with the Aeronautics Commission prior to purchasing, transferring, or disposing of a state owned and operated aircraft;
• HB 1089 modifies the distributions of revenues collected from severance taxation on new permits;
• HB 1149 adopts the athletic trainer licensure compact;
• HB 1194 clarifies authority for the Cosmetology Commission to credit work experience for educational hours for certain out-of-state licensure applicants, and requires the commission to promulgate rules therefor;
• HB 1232 establishes principles for a state agency to consider when formulating or implementing a program that has the potential of affecting tribal members on a reservation; and
• HB 1320 revises a provision related to service of process for boards of county commissioners.

Rhoden has signed 182 bills into law and vetoed one this legislative session.

March 16, 2026:

South Dakota Governor Larry Rhoden signed (March 16, 2026) 12 justice bills, including anti-SLAPP legislation, SB 137, which protects South Dakotans from frivolous lawsuits meant to silence free speech. Rhoden signed SB 137 at Custer High School.

“We are the freest state in a nation founded on the principle of freedom, and a strong justice system protects our constitutional rights. Free speech is one of the first freedoms listed in our Bill of Rights, and this bill further protects that right for South Dakotans,” said Rhoden. “We will continue to safeguard liberty and justice for all.”

Rhoden also signed the following 11 bills:

• SB 41 revises a provision related to criminal invasions of privacy, prohibits the creation and distribution of digitally fabricated material of an identifiable individual, and provides penalties therefor;
• SB 42 enhances the penalties for ingestion, possession with intent to deliver, and delivery of a controlled substance in a state correctional facility;
• SB 44 establishes investigative subpoena authority to gather business records in certain investigations;
• SB 45 revises a provision regulating delta-8 tetrahydrocannabinol, THC-O acetate, and hexahydrocannabinol for persons under the age of twenty-one and provides a penalty therefor;
• SB 139 revises a provision related to the transportation of an inmate upon discharge from a correctional facility;
• SB 179 permits a court to commit a juvenile adjudicated delinquent for certain weapons offenses to the Department of Corrections;
• HB 1066 revises a provision related to theft by a contractor, subcontractor, or supplier;
• HB 1108 requires the sealing of court files upon dismissal or denial of a petition for a protection order;
• HB 1140 permits a court to impose as a condition of probation, or parole in certain circumstances, treatment at a nonprofit entity awarded an alternative care program grant;
• HB 1183 revises qualifications for immunity from prosecution following a drug-related overdose; and
• HB 1187 adds coaches to the list of mandatory reporters of child abuse or neglect.

Rhoden has signed 173 bills into law and vetoed one this legislative session.

South Dakota Governor Larry Rhoden signed (March 12, 2026) two bills to “deliver the largest property tax cut in South Dakota history, SB 96 and SB 245.”

“We accomplished a great deal this session – but this tops it all,” said Rhoden. “It wasn’t easy – most things that matter take hard work and grit. It’s incredible what we can accomplish when we put policy over politics. Through good process and negotiations with legislative leadership, we delivered the largest property tax cut in South Dakota history!”

Rhoden also signed the following four property tax bills:

• SB 154 clarifies the eligibility of multiple garages or structures to be classified as owner-occupied;
• HB 1193 modifies the provisions for a refund of taxes to disabled veterans and surviving spouses under certain property tax relief programs;
• HB 1258 requires that a property tax bill provide access to a state website providing property tax information; and
• HB 1264 eliminates the Agricultural Land Assessment Implementation and Oversight Advisory Task Force, provides that the Department of Revenue receive the submission of recommendations, and provides a report on agricultural value.

Rhoden has also signed the REINS Act, SB 133, which provides additional legislative oversight of state agency rulemaking.

“South Dakota is Open for Opportunity, and we are the 2^nd least-regulated state in the nation. This bill will implement commonsense measures to keep us that way,” said Rhoden. “The REINS Act will improve transparency and accountability in state agency decision making. Regulations should be as limited and targeted as they can be, and this bill will help us achieve that.”

March 11, 2026:

South Dakota Governor Larry Rhoden signed (March 11, 2026) three cryptocurrency security bills into law.

“My number one priority is keeping South Dakotans safe – and as technology continues to grow, we need to proactively protect people from scams and financial abuse,” said Rhoden. “Criminals are increasingly using digital tools and cryptocurrency to take advantage of others, so these bills will help safeguard against fraud and exploitation.”

Rhoden signed the following three bills into law:

• SB 43 addresses search and seizure provisions applicable to digital currency;
• SB 98 prevents virtual currency kiosk fraud; and
• HB 1238 protects financial institutions taking action to prevent the financial exploitation of consenting, senior, or vulnerable adults.

Rhoden also signed seven bills that support his national security efforts.

“National security is South Dakota’s next big industry, and we are actively fighting to protect our people – both South Dakotans and all Americans,” said Rhoden. “These bills are a strong step forward in limiting foreign ownership of our land, strengthening our infrastructure and strategic assets, and positioning South Dakota as a leader in security and defense.”

Rhoden signed the following seven bills:

• SB 17 prohibits a candidate or political committee from accepting contributions or loans made by a foreign national, provides a penalty therefor, and declares an emergency;
• SB 40 revises the compliance requirements for limitations on foreign ownership of agricultural land;
• SB 60 restricts ownership of real property interests by certain prohibited entities and provides for enforcement;
• SB 130 makes an appropriation for roadway and related infrastructure improvements required because of construction activity at Ellsworth Air Force Base and declares an emergency;
• HB 1049 protects electric infrastructure in this state;
• HB 1280 increases penalties for the operation of drones over certain facilities and provides for mitigation techniques and countermeasures; and
• SB 1311 requires the reporting of funding given by certain persons and governments to institutions under the control of the Board of Regents and the South Dakota Board of Technical Education.

Rhoden also signed 10 bills that promote “good government,” including the cell-cultured protein compromise, SB 124.

“A good process makes for good government, and SB 124 is proof of that,” said Rhoden. “By talking to producers, legislators, and other stakeholders, we worked together to chart a strong path forward. We will continue to prioritize open dialogue and commonsense solutions that deliver results for South Dakotans.”

Rhoden previously charted a compromise on this matter, bringing together ag groups, legislators, and stakeholders on both sides of the issue.

• SB 35 revises the process for requesting a veteran’s certificate of discharge from a county register of deeds;
• SB 88 clarifies the procedure for a potential condemnor to examine real property absent the property owner’s permission;
• SB 176 amends the period of time before which ballots and other election materials may be destroyed following an election;
• SB 177 clarifies the requirements for marking an optical scan ballot;
• SB 237 requires that counties provide written notice to township supervisors of conditional use applications and appeals;
• HB 1027 updates certain citations to federal regulations regarding pipeline safety inspections;
• HB 1092 updates provisions pertaining to open records;
• HB 1107 modifies restrictions on lands for certain public purposes; and
• HB 1234 revises provisions related to serving a subpoena in a contested case.

Rhoden has signed 147 bills into law and vetoed one this legislative session.

March 10, 2026, more bills signed:

South Dakota Governor Larry Rhoden signed (March 10, 2026) four Open for Opportunity bills into law.

“South Dakota is Open for Opportunity, and we have one of the strongest economies in the nation,” said Rhoden. “These bills will ensure that our kids and grandkids can continue to make the most of our open opportunities for generations to come.”

South Dakota’s economy is strong, with the lowest unemployment rate in America, the second-fastest growing GDP, and the third-fastest growing personal incomes.

Rhoden signed the following four bills into law:

• SB 100 revises provisions related to trusts;
• SB 197 modifies the administration of the South Dakota-Ireland trade fund;
• SB 236 creates the county and township infrastructure fund for the accounting, safekeeping, and allocation of unobligated rural access infrastructure fund moneys; and
• HB 1286 amends the process by which moneys are distributed from the employer’s investment in South Dakota’s future fund.

Rhoden also signed two bills that promote safety on roads by strengthening the process for holders of a commercial driver license (CDL). Together, these bills satisfy President Donald J. Trump’s call for states to pass “Dalilah’s Law.”

“These bills are commonsense steps to improve public safety by guaranteeing that truckers can read our road signs and making sure that only citizens and legal immigrants hold CDLs,” said Rhoden. “South Dakota will continue to prioritize strong licensing standards so all drivers are traveling safely and responsibly.”

Rhoden signed the following two bills:

• SB 164, which requires CDL holders to be proficient in the English language; and
• SB 180, which modifies requirements regarding nondomiciled commercial driver licenses.

In his State of the Union Address, President Donald J. Trump highlighted the need for every state to pass “Dalilah’s Law,” which would increase standards for English proficiency and prohibit states from issuing CDLs to undocumented immigrants.

The Department of Public Safety (DPS) recently conducted an enforcement operation alongside the United States Immigration and Customs Enforcement. DPS also reviewed its process for nondomiciled CDLs to ensure illegal immigrants are not operating with or receiving CDLs in South Dakota.

Rhoden has signed 127 bills into law and vetoed one this legislative session.

March 10, 2026:

South Dakota Governor Larry Rhoden signed a bill to “defend the freedom to worship,” SB 113.

“Our forefathers came to America seeking one thing – the freedom to worship. And we will continue to fight to defend that freedom,” said Rhoden. “We saw this right come under assault in Minnesota, but in South Dakota, we won’t stand for it. I am proud to sign this bill into law and defend our God-given rights for future generations.”

Rhoden introduced the bill earlier this session alongside Republican leadership in both chambers and Reverend Will Graham. He signed SB 113 at a signing ceremony with the bill’s prime sponsors, Senator Jim Mehlhaff of Pierre and Representative Scott Odenbach from Spearfish.

Rhoden also signed the following four bills into law:

• SB 111 requires that social media companies provide collected personal data of a user at the user’s request and maintains transparent interoperability interfaces;
• HB 1099 reschedules the pharmaceutical composition of crystalline polymorph psilocybin in a drug product approved by the Food and Drug Administration as a Schedule IV controlled substance;
• HB 1106 revises the terms of county extension board members; and
• HB 1164 establishes the crime of fraudulent assisted reproduction and provides a penalty and civil liability therefor.

South Dakota Governor Larry Rhoden signed 11 public safety bills into law, including HB 1084, which protects law enforcement, retired state judges, and federal judges from doxxing and other forms of malicious activity by removing their personal information from the public statewide voter files.

“My number one priority is keeping South Dakotans safe, especially the men and women who serve on the frontlines,” said Rhoden. “These bills protect our law enforcement and judges who do so much to keep South Dakota strong, safe, and free. I am proud to sign them into law and continue our commitment to public safety.”

South Dakota Governor Larry Rhoden signed (March 9, 2026) eight bills that emphasize taking care of people.

“In South Dakota, we take care of our people, and we work hard to ensure our state is the best place to live,” said Rhoden. “These bills further strengthen our commitment to people by providing South Dakotans with the protections and services they need to thrive.”

Rhoden signed the following eight bills into law:

• SB 14 modifies provisions related to the practice of pharmacy;
• SB 81 clarifies the prohibition on injuring or harassing a service animal.
• SB 82 prohibits the misrepresentation of an animal as a service animal and provides a penalty therefor;
• SB 87 clarifies and establishes requirements related to forensic medical examinations;
• HB 1101 prohibits an insurer from declining or limiting life, disability, or long-term care insurance policies based solely on an individual’s status as a living organ donor;
• HB 1143 authorizes the possession and self-administration of diabetes medications by a student on school property and at school-related events and activities;

South Dakota Governor Larry Rhoden signed (March 5, 2026) six election integrity bills into law.

“We do a lot of things right in South Dakota, and our election integrity is something to be admired and emulated by other states,” said Rhoden. “I am proud to sign these bills into law and further strengthen the security, transparency, and trust in our election system.”

The following six election integrity bills were signed into law:

• SB 30 amends the reasons for challenging an individual’s eligibility to vote;
• SB 31 permits the use of a confirmation letter to verify a voter’s registration;
• SB 32 amends and repeals provisions pertaining to the ballot requirements for certain elections and declares an emergency;
• SB 101 amends provisions pertaining to the duties of presidential electors;
• SB 114 provides for the publication of ballot images and the cast vote record of automatic tabulating equipment; and
• SB 138 revises the time within which a recount for a school board election must be completed.

March 4, 2026:

South Dakota Governor Larry Rhoden signed HB 1056 and called on Congress to fix the Supplemental Nutrition Assistance Program (SNAP) at the federal level to provide certainty to states. The Governor outlined his decision in a letter, which can be found here.

“I agree with the Legislature’s and the Trump Administration’s goal of encouraging healthier food choices,” wrote Rhoden. “However, I disagree that a state waiver is the right approach. Lasting SNAP reform requires federal action, not a patchwork of state waivers.”

Rhoden pointed out that 90% of the Legislature recognizes that SNAP reform must occur at the federal level, citing the passage of Senate Concurrent Resolution 603. Rhoden went on to argue the following reasons for the necessity of a consistent federal solution:

• SNAP’s federal structure means state-level waivers are subject to reversal by future federal administrations; and
• State waivers create additional costs for South Dakota taxpayers due to the new state responsibilities.

“I will continue to monitor federal developments and evaluate any future opportunities through the lens of fiscal responsibility, administrative practicality, and real impact for South Dakota families,” continued Rhoden. “If the federal government finally does its job and fixes this problem, this law should be repealed to avoid more costs to South Dakota taxpayers.”

Rhoden also signed several bills to strengthen South Dakota’s infrastructure. This includes SB 75, a request of the Governor’s Resilience and Infrastructure Task Force (GRIT), which allows rural water and sanitary sewer districts to participate in the state’s cybersecurity services initiative.

“Strong, resilient infrastructure is a key part of national security, our state’s next big industry,” said Rhoden. “By taking action today, we are safeguarding our communities and ensuring South Dakota’s future remains strong, safe, and resilient for generations to come.”

“Our rural communities are the heartbeat of South Dakota, and ensuring they have access to quality health care will continue to be a priority of my administration,” said Rhoden. “By recruiting and retaining health care professionals across our state, we will strengthen our hospitals, support providers, and protect the health of our communities.”

Rhoden previously signed HB 1044, which appropriates funding for the Rural Health Transformation Program. HB 1043 further supports the Governor’s rural health care efforts by making an appropriation to reimburse health care professionals who have complied with the requirements for rural recruitment assistance programs.

Rhoden also signed the following two appropriations bills:

• SB 67 makes an appropriation for costs related to emergencies and disasters impacting the state and declares an emergency; and

Feb. 25, 2026:

South Dakota Governor Larry Rhoden signed a bill to support workforce development through the establishment of a state office of apprenticeship within the Department of Labor and Regulation (DLR), SB 63.

Feb. 13, 2026:

South Dakota Governor Larry Rhoden signed 12 bills into law, including three bills introduced by Attorney General Marty Jackley to promote open government.

“Openness and responsiveness are key pillars of my Administration. South Dakotans deserve transparency so they can have confidence in their government,” said Rhoden. “These bills strengthen transparency, ensure timely public notices, and reinforce our commitment to openness for the people of South Dakota.”

The following three open government bills were signed at a signing ceremony with Jackley:

• SB 46 modifies the requirements for open meeting agendas and provides a penalty therefor;
• SB 47 revises the requirements for executive sessions and closed meetings; and
• SB 48 clarifies that an official open meeting agenda must be posted online at least seventy-two hours before the scheduled start of the meeting.

“Government transparency is at the heart of these bills,” said Jackley. “Thank you to Governor Rhoden, the media, the Open Government Task Force, and our Legislators for their unanimous support of these important bills.”

South Dakota Governor Larry Rhoden signed  SB 12, a bill to provide for a refund of property taxes in previous years for qualifying veterans and surviving spouses.

He signed SB 12 at a private signing ceremony with the bill’s prime sponsor, Senator Ernie Otten, and South Dakota Department of Veterans Affairs Secretary Jeremiah Schneider.

Rhoden also signed HB 1042, which strengthens the South Dakota National Guard by authorizing the construction of a National Guard vehicle maintenance shop in Sturgis.

“Our guardsmen serve with excellence! They play a key role in keeping both our state and nation strong and safe,” said Rhoden. “By investing in this maintenance facility, we are ensuring the National Guard has the tools and equipment they need to respond in times of crisis and keep South Dakotans safe.”

HB 1042 was signed at a signing ceremony with several guardsmen.

Rhoden included this new vehicle maintenance shop as one of his budget priorities. In December, he visited the South Dakota National Guard in Sturgis to highlight the need for this new facility.

Feb. 10, 2026:

South Dakota Governor Larry Rhoden signed SB 2, which protects the 2^nd Amendment. SB 2 deregulates firearm suppressors at the state level by removing them from the definition of a “controlled weapon.”

“South Dakota is the most Second Amendment-friendly state in America, and this is yet another opportunity for us to pave the way and set an example for the rest of the nation,” said Rhoden. “By removing unnecessary state-level restrictions, we are standing up for freedom and protecting the constitutional right of law-abiding citizens.”

South Dakota is the first state in the nation to remove suppressors from the list of controlled weapons, sending a message of support for further deregulation to happen at the national level.

SB 2 was signed at a signing ceremony at Silencer Central with the bill’s prime sponsors, Senator Casey Crabtree and Representative Drew Peterson; Attorney General Marty Jackley; and other stakeholders in the Second Amendment advocacy and firearms manufacturing industries.

“I am proud to stand with President Trump and Governor Rhoden to support the Second Amendment,” said Crabtree. “Gun suppressors are hearing protection, not a weapon, and I’m glad that South Dakota will no longer be regulating them.”

“Firearms Suppressor’s primary purpose is to protect hearing and reduce noise, which makes firearm use safer for hunters, sportsmen, and neighboring landowners alike,” said Peterson. “Senate Bill 2 is a clean, common‑sense update. It reduces redundancy, respects federal oversight, and keeps our laws aligned with the actual purpose of suppressors as safety tools.”

“There already are protections in place at the federal level for silencers and removing an extra layer of government that serves no public safety reason makes common sense,” said Jackley. “Thank you to Governor Rhoden for his leadership on this legislation. I have and will always protect the rights of lawful gun owners.”

Feb. 9, 2026:

Governor Larry Rhoden signed two bills to strengthen South Dakota’s emergency medical systems Monday (Feb. 9, 2026).

“Keeping South Dakotans safe is my number one priority, and EMS teams are on the front lines those efforts,” said Rhoden. “These bills give EMS professionals the protections and support they need to respond quickly and effectively – and they give South Dakotans peace of mind knowing help is always within reach.”

The following two bills were signed into law:

• HB 1023 establishes requirements and liability protection for registered nurses and licensed practical nurses serving on ambulance crews; and
• HB 1024 modifies requirements for ambulance operators.

These bills were signed at a signing ceremony with the prime sponsor, members of the Emergency Medical Services Interim Committee, and other stakeholders.

Also on Monday, Rhoden charted a compromise on the issue of cell-cultured protein. In pursuit of this compromise, the Governor VETOED House Bill 1077 and advocated for an amended version of Senate Bill 124. Governor Rhoden outlined this path forward in a letter to the Legislature, which you can find here.

“While you won’t catch me eating these products, it is against our values to ban products just because we don’t like them. Fortunately, HB 1077 need not be the last word on this issue this Session,” wrote Rhoden before charting the compromise, bringing together ag groups, legislators, and stakeholders on both sides of the bill.

Rhoden offered support for an amended version of SB 124 that would:

• Impose a five-year temporary moratorium to permit further study within the existing regulatory framework and allow the pending litigation in other states to further unfold;
• Respect constitutional limits and reduce the risk of unnecessary litigation; and
• Preserve South Dakota’s long-standing commitment to our values.  

“This approach respects constitutional limits, reduces the risk of unnecessary litigation, and preserves South Dakota’s long-standing commitment to free markets and agricultural leadership,” continued Rhoden. “Government is best when it is limited. We should respect the freedoms of our people, and we should not set precedent that violates our own values.”

The South Dakota Farm Bureau, the South Dakota Cattlemen’s Association, and South Dakota Retailers all sent letters of support for the Governor’s VETO. • SB 84 increases thresholds for the value of and eligibility for the partners in education scholarship; and
• HB 1033 updates the reference to the Internal Revenue Code to reflect current federal law for the administration of higher education savings plans.

Jan. 29, 2026:

South Dakota Governor Larry Rhoden signed HB 1044, which appropriates funding for the Rural Health Transformation Program. This is the first bill Governor Rhoden has signed into law this legislative session.

“This is a big win for rural South Dakota! This may be the most significant investment in rural healthcare in South Dakota’s history, and it will strengthen our state for our kids and grandkids,” said Rhoden. “By recruiting healthcare professionals, modernizing rural facilities, and expanding access to care, we will ensure South Dakotans in every corner of the state can stay healthy and strong.”

The Rural Health Transformation Program is a five-year federal initiative supported by President Trump’s One Big Beautiful Bill that focuses on strengthening healthcare systems in rural communities.

In his State of the State Address, Rhoden said, “I would love it if this was the first bill that reaches my desk.”

Rhoden previously announced that the state of South Dakota secured $189.4 million in federal funding for Fiscal Year 2026 through this program to support state-led strategies that improve access, innovation, and long-term sustainability in rural health.
