Legislative Day 24 today (Feb. 15, 2023) is another busy one for state legislators.
At 7:45 a.m. (CT), the House Education Committee will consider a bill that would give parents state money for their children to attend non-public schools. (HB 1234)
Also, at 7:45 a.m., the Senate Transportation Committee is scheduled to consider a bill to clarify the use of state aircraft and vehicles. (SB 199)
The House State Affairs Committee also meets at 7:45 a.m. They will consider several election-related bills. (HB 1105, HB 1199, and HB 1141)
And in yet another 7:45 a.m. hearing, the Senate Health and Human Service Committee will hear bills on expanded postpartum Medicaid coverage. (SB 106). They are also scheduled to hear bills prohibiting the state from mandating additional vaccinations on children (SB 125) and a family leave bill that is different from Gov. Kristi Noem’s. (SB 154)
The Joint Appropriations Committee meets at 8 a.m. and plans to adopt revenue targets for Fiscal Years 2023 and 2024.
At 8:45 a.m., the House Committee on Appropriations meets to consider some funding and tax measures. One bill would increase the South Dakota Opportunity Scholarships (HB 105). There are also three tax cut bills before the committee: One would exempt funeral services from the state sales tax (HB1197), another would lower the sales tax on food to 2 and 1/2 percent (HB 1095), and another would exempt feminine hygiene products from the sales tax (HB 1159).
At 9 a.m., the House Commerce and Energy Committee is set to hear a resolution to put a constitutional amendment on the 2024 ballot allowing electronic betting on sports. (HJR 5006)
The House Judiciary Committee at 10 a.m. is to hear a bill that would not hold a woman criminally liable if she had an illegal abortion. (HB 1220)
Also, at 10 a.m., the Senate State Affairs Committee will also consider several election-related bills (SB 114, 124, 128). They are also to hear a bill that would prohibit state agencies from contracting with some companies controlled or owned by “certain” foreign governments. (SB 189)
At 2 p.m., the House will also consider various election-related bills. (SB 171, SB 40, SB 129) At the same time, the Senate will debate the bill prohibiting the use of state resources in hosting “lewd or lascivious” content. (HB 1116)
Fourteen Legislative Days remain in the 38-day session.
