At Wednesday’s (December 11th) meeting of the Mobridge City Council, Mike Stangl was present to appeal a decision by the Mobridge Planning and Zoning Commission to deny his request for a conditional use permit for a private recreation area on his property on 7th Avenue East, allowing Stangl and his brother to park their campers there, except in the winter. Stangl’s intention is to build a cabin on the property when finances allow. For clarification, City Finance Officer Heather Beck read a motion made by Councilman Kyle Jensen to allow the permit.
Mayor Gene Cox broke the tie vote with a “no” and the motion failed.
Next, the council discussed the first reading of an ordinance on short term rental licenses for bed and breakfast facilities in the City. Council approved the first reading with a change of using first class mail instead of certified mail.
Police Department
For the Police Department, the council approved the hirings of police officer Ramiro Romero and part time fill-in officer Pete Eng, and also part time fill-in officers Ashton Norder and Layne Perman.
Water/Wastewater Department
Council approved two pay requests to Preload on the water tank project ($22, 670.90 and $370,499.40), pay request number two ($240,897.72) to Crow River Construction for the transmission line project, and pay request number one ($859,361.40) to Sentry for the water plant project.
Jerod Klabunde of Moore Engineering had a couple of updates for the council, and talked about why he’s waiting to move forward on the wastewater treatment plant project.
Street Department
Council approved hirings in the Street Department: Brad Iron and Thomas Little Bear for street maintenance, and a wage increase for street employee Josh Fischer. They also approved the surplus of a street sweeper.
Finance Department
Council approved several items for the Finance Department:
- The 2025 NECOG Agreement;
- Unrestricting pool funds for slide repairs ($84,331);
- Budgeted transfer of $50,000 from the General Fund to the Pool Loan Fund;
- Budgeted transfer of $269,927 from PSAP Fund to the General Fund for dispatch 911 surcharges;
- First Reading of a supplemental appropriations ordinance -Finance Officer Beck explained.
- County abatement applications;
- Lease agreement for office space for the County Emergency Manager;
- Scherr Howe boiler repair – Finance Officer Beck had details on that project;
