The Interim Joint Committee on Appropriations at its September 30, 2020, meeting, approved the recommendation of a draft resolution outlining proposed uses for the remaining coronavirus relief funds allocated to South Dakota.
The Interim Joint Committee on Appropriations, co-chaired by Representative Chris Karr (R-Sioux Falls) and Senator John Wiik (R-Big Stone City), met in Pierre to hear from the chairs of the five interim joint policy committees on recommendations for uses of the coronavirus relief funds. The recommendations were the result of public hearings held by those committees between September 14 and September 22, 2020. Public testimony was also taken at the September 30, 2020, meeting.
Using the joint committees’ recommendations, the Interim Joint Committee on Appropriations formulated a draft resolution outlining recommended uses of the estimated $597,004,765 of unexpended or unobligated coronavirus relief funds. Proposed uses include grant programs for existing small businesses and small non-profit businesses, small business start-ups, and community-based healthcare or personal service providers; and funding for acute care in hospitals, adult education, destination marketing organization advertising, and housing assistance.
Governor Noem announced she intends to call the legislature into special session on October 5, 2020. The draft resolution is recommended to be introduced at that time. Once the Executive Proclamation calling for a special session has been issued, links to all special session information and documents will be posted on the LRC website.
In addition to Representative Karr and Senator Wiik, committee members include Representatives Hugh Bartels (R-Watertown), Randy Gross (R-Elkton), Taffy Howard (R-Rapid City), Jean Hunhoff (R-Yankton), Lance Koth (R-Mitchell), Sue Peterson (R-Sioux Falls), Doug Post (R-Volga), and Michael Saba (D-Hartford); and Senators Brock Greenfield (R-Clark), Jack Kolbeck (R-Sioux Falls), John Lake (R-Gettysburg), Ryan Maher (R-Isabel), Reynold Nesiba (D-Sioux Falls), Jeff Partridge (R-Rapid City), Margaret Sutton (R-Sioux Falls), and Jim White (R-Huron).
