Today (Feb. 3, 2023) is the end of the fourth week of the South Dakota Legislative session. There are 21 legislative days remaining.
At 7:45 a.m. (CT), the House State Affairs Committee will consider a bill limiting the governor’s emergency powers to 30 days. It’s currently six months. After 30 days, the governor would need to seek approval of the legislature–if in session or its executive board–if not in session, to continue operating under the emergency powers. (HB 1152)
At 8 a.m., the Senate Transportation Committee is scheduled to hear a bill adding the state motto, “Under God the People Rule,” to the state’s license plates. (SB 133)
At 9 a.m., the Joint Committee on Appropriations is set to have a hearing on a bill that would add more money for the construction of a new athletics events center at Dakota State University in Madison. (SB 93)
At 10 a.m., the Senate Taxation Committee is scheduled to consider a resolution to put a constitutional amendment on the 2024 ballot to limit property taxes. (SJR 503)
Also, at 10 a.m., the Senate State Affairs Committee is scheduled to consider a bill allowing tribal ID cards for voter registration. (SB 153)
At another 10 a.m. meeting, the House Judiciary Committee is to hear a bill that would prevent the state enforcement of federal firearms, accessories, and ammunition laws. (HB 1173)
At 1 p.m., the House has calendared three bills for final approval to fund new buildings and updates for the South Dakota National Guard in Watertown and Sioux Falls. (SB 12, 13, 14)
The Senate also meets at 1 p.m.
