Typically, as the legislative session rolls along, it picks up speed and volume. However, today (Feb. 28, 2023) will not be a “typical” late session day because the agendas and calendars are light.
At 7:45 a.m. (CT), the Senate Education Committee hears a bill that would increase the amount of the South Dakota Opportunity Scholarships (HB 1055). They’ll also consider a bill prohibiting using state resources to host lewd or lascivious content. (HB 1116)
Also, at 7:45 a.m., the House Health and Human Services Committee will hear a measure tightening the definition of debilitating medical conditions qualifying for medical marijuana. (SB 1)
The Joint Appropriations Committee at 9 a.m. will have budget hearings on several departments in the Noem administration.
The House and Senate go into session at 2 p.m.
The House is scheduled to debate a bill that would allow students over 18 who are taking brewing or winery classes to “sip and spit” their concoctions without it being underage consumption (SB 108). Lower on the calendar is a bill that would prohibit ranked-choice voting in South Dakota. (SB 55)
The Senate will consider a bill that would tighten the conduct of medical practitioners who certify patients for medical cannabis cards. (HB 1154)
