North Dakota Attorney General Drew Wrigley and Fargo Police Chief David Zibolski released video footage today (Aug. 17, 2023) of a shooting last month (July 14, 2023) that killed one police officer and left a bystander and two other officers injured.
The video footage taken from Officer Zach Robinson’s body camera showed the gunman shooting rapid fire from a .223-caliber rifle.
Wrigley and Zibolski say Robinson gave the gunman, 37-year-old Mohamad Barakat, multiple warnings before eventually killing him.
Barakat shot and killed Fargo Police Officer Jake Wallin and wounded officers Andrew Dotas and Tyler Hawes. Bystander Karlee Koswick was also wounded as she tried to flee. She was released from the hospital about a month ago. Officers Dotas and Hawes were discharged earlier this month.
The shooting has been ruled justified.
After the shooting, investigators found numerous guns, 1,800 rounds of ammunition, a homemade grenade and explosives in Barakat’s vehicle.
Authorities also said Barakat’s internet queries over the past five years included “kill fast,” “explosive ammo,” “incendiary rounds,” “mass shooting events,” and one for “area events where there are crowds,” which brought up a news article with the headline, ”Thousands enjoy first day of Downtown Fargo Street Fair,” a day before the shooting.
Wrigley says police visited Barakat’s home and interviewed him at least twice in recent years due to concerns related to his guns, though authorities say he appeared to have acquired them legally.
Barakat was a Syrian national who came to the US on an asylum request in 2012 and became a US citizen in 2019.

FARGO, N.D. (AP) — One of two Fargo police officers wounded by a gunman who ambushed them and killed another officer last month has recovered enough to leave the hospital. The Fargo Police Department said Saturday afternoon (Aug. 5, 2023) that Officer Andrew Dotas was expected to be released from the hospital. Officials say Dotas and Officer Tyler Hawes were both wounded when Mohamad Barakat opened fire on them as they responded to a traffic crash on July 14, 2023. Officer Jake Wallin was killed and a bystander wounded before a fourth officer shot and killed Barakat. Authorities say Barakat had numerous guns and more than 1,800 rounds of ammunition. They believe he may have been planning a bigger attack.

UNDATED (AP)- The gunman who last month killed a Fargo police officer and wounded two others and a civilian admitted to owning about 10 guns and 6,000 rounds of ammunition in a 2022 police interview following a kitchen fire at his home. Firefighters notified police after seeing guns, ammunition and propane tanks in Mohamad Barakat’s apartment. Battalion Chief Jason Ness reported seeing gun ammunition and multiple rifles in the apartment, as well as a 20-pound propane cylinder in a bedroom. Police interviewed Barakat and “determined everything was legal with the gun collection,” according to Ness’ report.

FARGO, N.D. (AP) — A police officer in Fargo, North Dakota, who was ambushed and fatally shot by a heavily armed man will be laid to rest on Saturday (July 22, 2023). Twenty-three-year-old Jake Wallin was killed July 14 when a man armed with 1,800 rounds of ammunition, multiple guns and explosives began firing on officers who were responding to a traffic crash. Two other officers and a civilian were wounded before a fourth officer returned fire, killing gunman Mohamad Barakat. Authorities say Wallin was cremated in his police uniform. The Fargo Police Department is escorting his cremains Saturday to Pequot Lakes, Minnesota, where a funeral service will be held.

FARGO, N.D. (AP) — The man who shot three Fargo police officers and a civilian, killing one of the officers before an officer killed him, searched the internet for terms including “explosive ammo” and “kill fast,” as well as for what crowded area events might be happening in and around North Dakota’s largest city, authorities said Friday (July 21, 2023).
Mohamad Barakat, 37, was apparently driven by hatred and wanting to kill, and didn’t seem to be particular about which group or individual he might target, state Attorney General Drew Wrigley said at a news conference.
On the day of the attack, July 14, 2023, Barakat loaded his car with guns, a homemade grenade, gasoline canisters and more than 1,800 rounds of ammunition, authorities said. About 2 miles (3 kilometers) from his home, he came across a fender bender and pulled over to watch from his parked vehicle, authorities said.
With police and firefighters busy helping, Barakat watched for several minutes until the officers walked by his vehicle, when he lifted a.223-caliber rifle out of his car window and began firing, Wrigley said.
The rifle had a “binary trigger” that allowed it to fire so rapidly that it sounded like an automatic weapon, the attorney general said. The three officers who were shot had no time to react and fell in rapid succession. He also fired on a woman, Karlee Koswick, who had been involved in the fender bender and was trying to get away, he said.
The fourth officer at the scene, Zach Robinson, engaged Barakat in a shootout, which ended with Robinson shooting and killing Barakat as bystanders crouched nearby.
Wrigley said he believes the violence could have been the beginning of a bigger attack, as the Downtown Fargo Street Fair and the Red River Valley Fair were underway.
He said Robinson was the “last man standing” between the “horrible events” that Barakat had planned that day.
Barakat killed Officer Jake Wallin, 23, who served in Iraq and Afghanistan with the Minnesota Army National Guard, and wounded Officers Andrew Dotas and Tyler Hawes. Wallin and Hawes were so new that they were still undergoing field training.
Barakat was a Syrian national who came to the U.S. on an asylum request in 2012 and became a U.S. citizen in 2019, Wrigley said, adding that he didn’t appear to have any ties to the Muslim community in Fargo.
Barakat’s internet searches about causing mayhem date back to 2018, and there were periods in which his searches abated before picking back up. He had amassed his arsenal in recent years, the attorney general said. At this stage in the investigation, it seems all of his weapons were purchased legally, and he had many of them in his car on the day of the shooting.
Wrigley said Barakat was wearing a vest that was “absolutely stuffed” with magazines and that he “was putting the finishing touches on his shooting skills in the last hours before this assault.”
Barakat had worked odd jobs, and briefly trained as an emergency responder at a nearby community college. He had no criminal record or social media presence and had little contact with other people, Wrigley said.
Lasting about two minutes, the gunfight was still longer than most, David Zibolski, the police chief of North Dakota’s largest city, said Wednesday. Wrigley noted that Robinson fired approximately 30 rounds and had to stop to reload.
Zibolski said it might have been worse had there not been emergency crews already there, including an ambulance. As soon as the firing stopped, “firefighters bounced out and they were applying first aid immediately to our officers,” Zibolski said.
The wounded are recovering, their conditions good or stable, authorities said. Wrigley said Koswick was badly wounded and will have a difficult recovery. Meanwhile, a funeral service is planned for Saturday for Wallin, whose body was cremated in his police uniform.

One officer was killed two were critically wounded before a fourth officer stopped him and thwarted what authorities described Wednesday (July 19, 2023) as plans for further mayhem. Attorney General Drew Wrigley says Mohamad Barakat shot the three officers Friday before they could reach for their guns. Officer Jake Wallin was killed. But the fourth officer, Zach Robinson, disabled Barakat’s rifle with a difficult shot from 75 feet away. Robinson ordered Barakat repeatedly to drop it as he moved in and killed the suspect.

UNDATED (AP)- Funeral services have been scheduled for the Fargo, North Dakota, police officer killed in a shooting that also left two other officers injured.
The funeral service for Jake Wallin, 23, is set for 10:30 a.m. Saturday (July 22, 2023) at Pequot Lakes High School in Pequot Lakes, Minnesota, according to an obituary. A private service will follow graveside at a cemetery in Nisswa, Minnesota.
Fargo police say Mohamad Barakat, a 37-year-old Fargo resident, fatally shot Wallin while police and firefighters were responding to a traffic accident Friday on a busy street in south Fargo. Barakat also is accused of shooting and injuring officers Andrew Dotas and Tyler Hawes before officer Zach Robinson shot and killed Barakat, according to police. A 25-year-old Fargo woman also was shot, but authorities have not said who shot her.
Wallin served in the Minnesota Army National Guard and was deployed to Afghanistan and Iraq from November 2020 to July 2021. He and Hawes were sworn in less than three months ago, and were still in training when they responded on Friday to the scene.
Fargo Mayor Tim Mahoney told The Associated Press on Tuesday that the city would like to arrange a memorial service in Fargo, potentially next week.
The mayor on Tuesday visited the two officers, who were critically injured. Hawes is “doing well” and improving and will have surgery Wednesday for his arm.
Dotas, who is in a lung machine and can’t speak, was set to have surgery Tuesday on his lung “but he should do better after that,” the mayor said in an interview. Dotas “always gives me thumbs up,” Mahoney said. The two officers were in good spirits, he said.
The woman who also was injured is in good condition, a hospital spokesman said Tuesday.
Fargo Police Chief David Zibolski said Saturday that a motive for the shooting is unknown. The state Bureau of Criminal Investigation and FBI are investigating the attack.
An FBI spokeswoman declined to provide further information on Tuesday, citing the ongoing investigation.
Robinson was placed on paid administrative leave while state authorities complete an investigation into his use of force, per Fargo police procedure. The mayor anticipates a report evaluating Robinson’s actions might come sometime in the next 10 days.
Barakat “was not well known to the community,” the mayor said.
Governors of Minnesota and North Dakota have directed U.S. and state flags to be flown at half-staff in honor of Wallin through sunset on Saturday, and encouraged residents and businesses to do the same.
