Walworth County Commissioner Kevin Holgard questioned overtime being paid in the Sheriff’s office during Tuesday’s (November 21, 2023) meeting of the Walworth County Commission. Sheriff Josh Boll told the commission that his department is currently short one female transport officer, and he has an administrative employee who has been willing to cover and help out with transport as needed. She has garnered a lot of overtime hours recently. Commission Chairman Jim Houck quoted from the county employee handbook.
Also, for the Sheriff’s Department – the commission approved having the Chairman sign a School Resource Officer M.O.U. with the Selby School, and they approved a travel request for one deputy to attend training in Rapid City in December.
Solar Farm
The commissioners heard some comments and concerns from residents on the proposed solar farm, including eminent domain, property rights, and taxes. A date for a public hearing on the solar farm ordinance will be set at the next meeting.
Tax Deed Property
The commission gave approval to authorize the Chairman to sign an agreement to begin the process on assessing asbestos and removal at the Dakota Star Inn building in Mobridge.
Highway
Highway Superintendent Tom Hannan told the commissioners that Hoven Equity would like to extend the approach that was recently added. Hannan said it would not be cost-effective for the county to do the add-on and that Hoven Equity can do the work at their own expense.
Approval was given to signing a resolution authorizing submission to the State of an application for the bridge improvement grant funds.
The commission also approved the hiring of Tom Hannan as Highway Superintendent for a two-year term.
4-H SDSU
A motion to sign a memorandum to hire a new 4-H youth advisor was approved.
Auditor
The board approved the hiring of Joanne Nehls as a Deputy Auditor.
Also approved at Tuesday’s meeting:
- Appointment of the Veterans Service Officer for a four-year term, which will now be stated in the commission meeting minutes to send to the State;
- Advertising for budget supplement hearings set for December 19th regarding courthouse building renovation funds transfer, and increased costs during the audit report;
- Contingency transfers – $30,000 for the Auditor’s Office, $1500 for Grow South Dakota, $100 for Developmentally Disabled, and $500 for Mental Health.
