After years of being flush with federal COVID-19 monies, the Fiscal Year 2025 state budget for South Dakota will look more “normal.”
Republican Governor Kristi Noem will give the annual Budget Address today (Dec. 5, 2023) at 1pm CT before a joint session of the South Dakota Legislature. Noem’s office says she will discuss the state’s strong economy, prioritizing people over projects, and the importance of conservative fiscal policies.
Noem’s budget address will be livestreamed on SD.net.
Last year, the governor recommended a budget of over $7.2 billion, of which over $3.4 billion was federal funds. Typically, the “omnibus” appropriations bill is the last matter the legislature considers before adjourning for the regular run of the session in March. Two weeks later, they return to attempt to override any gubernatorial vetoes and to finish any other business needing to be addressed.
The Legislature’s Joint Appropriations Committee meets year-round and daily during the session.

The regular session of the South Dakota Legislature begins at noon CT, January 9, 2024. The Governor gives the annual State of the State Address to a joint session of the legislature at approximately 1pm CT that day.
