JUNE 21, 2024:
Jay Ostrem of Centerville was arraigned Thursday (June 20, 2024) in Salem on nine felony counts in the May 27 shooting deaths of three people in Centerville.
Ostrem, 64, had earlier been indicted by a Turner County Grand Jury on three counts of First-Degree Murder, three counts of Second-Degree Murder, and three counts of Felony First-Degree Murder While In the Commission of a Burglary.
During Thursday’s hearing, Ostrem entered three pleas to the nine charges: Not Guilty, Not Guilty by Reason of Insanity, and Not Guilty But Mentally Ill.
The victims were identified as Paul Wyland Frankus, 26; Zachary Frankus, 21; and, Timothy Richmond, 35.
Ostrem’s next court appearance is scheduled for 2 p.m. Aug. 22 in Salem. He remains held on a $1 million cash only bond in the Minnehaha County Jail.
The defendant is presumed innocent under the U.S. Constitution.

64-year-old Jay Ostrem of Centerville has been indicted on nine felony counts connected to the May 27, 2024, shooting deaths of three people in Centerville.
Ostrem was indicted Wednesday (June 5, 2024) by a Turner County Grand Jury on three counts of First Degree Murder, three counts of Second Degree Murder, and three counts of Felony First Degree Murder While In the Commission of a Burglary.
The incident was reported near 10pm May 27 at a residence in Centerville.
Victims were identified as Paul Wyland Frankus, 26; Zachary Frankus, 21; and, Timothy Richmond, 35.
South Dakota’s Division of Criminal Investigation is leading the investigation. The South Dakota Attorney General’s Office is prosecuting the case. He remains held on a $1 million cash only bond in the Minnehaha County Jail.
Ostrem’s next court appearance is scheduled for 3pm, June 20 at the McCook County Courthouse in Salem.
The defendant is presumed innocent under the U.S. Constitution.
MAY 28, 2024:
A 64-year-old man has been charged with three counts of First Degree Murder in connection with the shooting deaths of three people Monday night (May 27, 2024; approximately 10pm) at a residence in Centerville.
South Dakota Attorney General Marty Jackley says Jay Ostrem from Centerville is being held on a $1-million cash only bond in the Minnehaha County Jail. He says there is no further threat to the public.
Names of the three victims have not yet been released. Ostrem is presumed innocent under the U.S. Constitution.
South Dakota’s Division of Criminal Investigation is leading the investigation. Other agencies involved are the Centerville Police Department, South Dakota Highway Patrol, South Dakota Game, Fish and Parks, Beresford Police Department, Viborg Police Department, Lincoln County Sheriff’s Department and Turner County Sheriff’s Department.
