Governor Larry Rhoden announced that the South Dakota Highway Patrol has obtained a Memorandum of Agreement to assist in the U.S. Immigration and Customs Enforcement’s (ICE) actions to keep America safe. You can find the executed 287(g) Task Force Model Memorandum of Agreement here.
“I am grateful for the Trump Administration’s quick turnaround in approving our request so that we can keep our state and nation strong, safe, and free,” said Governor Larry Rhoden. “This Memorandum of Agreement will allow our Highway Patrol to assist ICE in the identification and apprehension of illegal aliens who may pose a risk to public safety in South Dakota.”
Rhoden announced last week that he was working with the Secretary of the U.S. Department of Homeland Security Kristi Noem and the Acting Director of ICE Todd Lyons to obtain this Memorandum of Agreement.
The Task Force Model is consistent with President Trump’s Executive Order 14159, Protecting the American People Against Invasion.

South Dakota Governor Larry Rhoden is asking his predecessor to allow the state’s Highway Patrol Troopers to assist the U.S. Immigration and Customs Enforcement’s efforts to “remove illegal alien criminals” from the country.
Rhoden sent the letter requesting the agreement to U.S. Department of Homeland Security Secretary Kristi Noem and the Acting Director of ICE, Todd Lyons. He requested the Highway Patrol’s participation pursuant to the Immigration and Nationality Act [section 287(g)].
Rhoden said given the state agency’s current relationship with ICE, “this partnership will enable us to better serve and meet the needs of South Dakota.” He said the agreement will enable the Highway Patrol to assist in the identification and apprehension of illegal aliens who may pose a risk to public safety in the state.
This partnership would align with the first bill that Governor Rhoden signed into law: Senate Bill 7, which banned sanctuary cities in South Dakota.
During a trip to the U.S.-Mexico border this week (May 20, 2025), Rhoden received a briefing from South Dakota National Guard soldiers and U.S. Border Patrol agents stationed at the Southern Border in Eagle Pass, Texas. His trip also included touring the border through several modes of transportation.
