Six men have been arrested on charges of attempted sex crimes with minors as a result of an undercover operation by the South Dakota Internet Crimes Against Children (ICAC) Task Force during the 2026 Sturgis Motorcycle Rally.
During the ICAC Rally Operation, conducted from Aug. 7-12, agents and detectives posed as children and/or as traffickers offering children for prostitution. The law enforcement officers posted ads and/or profiles on various internet sites and social media platforms providing offenders the opportunity to communicate with whom they believed to be minors or traffickers offering children for prostitution.
Arrested on state charges, were:
- Johan Vazquez-Garza, 33, of Rapid City for Solicitation of a Minor. Vazquez-Garza, who has been deported five times since 2009, may face additional federal immigration related charges.
- Bo Bo Aung, 38, Box Elder for First Degree Human Trafficking, Attempted First Degree Human Trafficking, and Attempted Fourth Degree Rape. Aung, a Myanmar National, who illegally absconded from a work visa program in Texas seven years ago may face federal deportation proceedings following the conclusion of state proceedings.
- Adrian Tomas Randles, 39, Rapid City, Solicitation of a Minor. Randles is a registered Sex Offender resulting from a 2013 conviction for Solicitation of a Minor.
- Steven Clay Brown, 62, Sturgis for Solicitation of a Minor.
- Kevin Orlanda Tassion Brown, 30, Dillon South Carolina for First Degree Human Trafficking, Attempted First Degree Human Trafficking, and Attempted Fourth Degree Rape.
- Jay Anderson, 39, Hot Springs. Solicitation of a Minor.
This was the 14th consecutive year of the ICAC operation during the Sturgis Rally. Since its inception, the operation has resulted in the arrest of approximately 104 offenders who were willing to sexually abuse children. All six individuals are being prosecuted by the South Dakota Attorney General’s office in partnership with the Pennington County State’s Attorney’s Office. They are presumed innocent under the U.S. Constitution.
Agencies assisting ICAC in this year’s operation were the South Dakota Division of Criminal Investigation (DCI), the Attorney General’s Office, Rapid City Police Department, Pennington County Sheriff’s Office, Homeland Security Investigations (HSI), US Marshals Service (USMS) and Pennington County State’s Attorney’s Office.
South Dakota Attorney General Marty Jackley said the operation is a “strong reminder of the importance of our local, state and federal partnerships, including agreements such as our 287(g) immigration authority, in locating and removing dangerous individuals from our communities. This operation is about protecting our children and was a success thanks to the hard work and dedication of our ICAC Task Force.”

HSI is grateful for the hard work and vigilance of our federal, state, and local partners, who stood with us to find and stop those who would exploit the vulnerable or harm children,” said HSI St. Paul Acting Special Agent in Charge Tonya Price. “This effort shows what strong law enforcement partnerships can do: protect victims, remove predators from our communities, and make clear that child exploitation will not be tolerated.”
