A bill (HB1133) that would better define a common carrier and the commodities they carry was killed in the South Dakota Senate Commerce and Energy Committee.
The bill was introduced in response to the threat of the use of eminent domain by companies looking to build pipelines to transport liquid carbon dioxide from ethanol plants.
Senator Bryan Breitling of Miller is one of the prime sponsors of the bill.
Representative Karla Lems of Canton is also a prime sponsor.
Walt Wendlund, President of Ringneck Energy in Onida, told the committee if those pipelines are not built, the future of ethanol is threatened.
After a long debate, the committee voted 9-0 to send the bill to the 41st day, effectively killing it.
