April 2025:
A federal court judge has sentenced (April 14, 2025) a Rapid City, South Dakota, man convicted of Failure to Register as a Sex Offender.
Sylvan Larrabee, age 32, was sentenced to 18 months in federal prison, followed by five years of supervised release, and ordered to pay a $100 special assessment to the Federal Crime Victims Fund.
Larrabee was indicted for Failure to Register as a Sex Offender by a federal grand jury in November 2024. He pleaded guilty on January 15, 2025.
Larrabee was required to register as a sex offender and to update his registration within three business days of relocation or changing employment due to a federal sex offense conviction. After updating his registration to an address in Eagle Butte, South Dakota, on May 15, 2024, Larrabee moved to Rapid City, South Dakota, in June 2024 and failed to update his registration. Larrabee’s whereabouts were unknown until he was arrested in Rapid City on July 15, 2024.
This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse, launched in 2006 by the Department of Justice. Led by the U.S. Attorneys’ Offices and DOJ’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who exploit children, as well as identify and rescue victims. This case was investigated by the U.S. Marshals Service and the Cheyenne River Sioux Tribe Law Enforcement Services. Assistant U.S. Attorney Wayne Venhuizen prosecuted the case.
Larrabee was immediately remanded to the custody of the U.S. Marshals Service.
June 2023:
A US District Court judge has decided on the punishment for a 31 year old man from Pierre convicted of Failure to Register as a Sex Offender.
Sylvan Larrabee was sentenced this week (June 12, 2023) to 17 months in federal prison, followed by five years of supervised release, and ordered to pay a $100.00 special assessment to the Federal Crime Victims Fund.
The conviction stems from conduct that occurred between December 9, 2022, and January 3, 2023, wherein Larrabee, who is required to register under the Sex Offender Registration and Notification Act, and a sex offender by reason of a federal conviction for Sexual Contact with a Minor, did knowingly fail to register and update his registration.
This case was investigated by the U.S. Marshals Service and the Cheyenne River Sioux Tribe Law Enforcement Services. Assistant U.S. Attorney Jay Miller prosecuted the case.
Larrabee was immediately remanded to the custody of the US Marshals Service.
May 2020:
A 28 year old man from Eagle Butte has been indicted by a federal grand jury for Failure to Register as a Sex Offender.
Sylvan Larrabee pled not guilty.
Court information says Larrabee was convicted of Sexual Contact With a Minor in January 2017. As a result of this conviction, he is required to register as a sex offender. The Indictment alleges that between April 17, 2020, and February 8, 2021, Larrabee, a person required to register under the Sex Offender Registration and Notification Act, and a sex offender by reason of conviction under Federal Law, failed to properly register as a sex offender and update his registration.
The maximum penalty if convicted is up to 10 years in federal prison and/or a $250,000 fine, 5 years of supervised release, and $100 to the Federal Crime Victims Fund on each count. Restitution may also be ordered.
The investigation is being conducted by the U.S. Marshals Service. Assistant U.S. Attorney Jay Miller is prosecuting the case.
Larrabee was remanded to the custody of the U.S. Marshals Service pending trial.
