PIERRE, SD – Joe Kelley, beloved father, dedicated community volunteer, and friend to all, passed away in his home at the age of 67. He was a good man whose warmth, kindness, and loyalty to his family, friends, and community touched the lives of many. A visitation will be held from 5:00pm-7:00pm on Friday, February 7th at Ss. Peter and Paul Catholic Church in Pierre with a Mass of Christian Burial at 10:00am on Saturday, February 8th with burial at Calvary Cemetery. For those unable to attend the service it will be live streamed through a link on his obituary page on Isburg Funeral Chapel’s website.
Joe was born in Pierre to James Kenneth and Jeanne (Linn) Kelley on May 1, 1957. He grew up in Pierre graduating from T. F. Riggs High School in 1976. After high school, he briefly attended University of South Dakota at Springfield for auto body, notably before it was a prison. Joe returned home to Pierre and joined the family business, Kelley Construction, which he would eventually own with his brother Mike, and where he stayed until they sold the business in 2013.
Joe’s greatest joy in life was his daughter, Jeanne Joy. He often said she was his greatest achievement. Joe’s love for Jeanne was unmatched, and the two shared a bond that will forever be remembered by everyone that knew him.
For years, Joe could be found on the softball field, playing alongside friends, enjoying a beer and an argument with an umpire. Apparently enjoying the arguments, he later returned to the field as the umpire. Finally, Joe was reminded of his love of the game as he coached Jeanne and her teammates for several years.
A proud member of the community, Joe gave 20 years of dedicated service to Hughes County Tanker and Pierre Fire Department, earning the rank of Captain on Engine 2 before retiring to spend more time with Jeanne.
Joe loved the open road, finding his peace with the wind in his hair. This led to his involvement with Oahe ABATE and ABATE of South Dakota. ABATE, while always down for a good time, focuses on obtaining and protecting important rights for motorcycle riders. Joe was proud of his lobbying efforts that helped change laws and improve the safety of bikers in South Dakota. Joe served many leadership roles for Oahe ABATE, including chapter president and state representative. He often took Jeanne to meetings, teaching her the importance of putting your time where your beliefs are and the change you can create when you do so.
Joe would later also join the Red Knights International Firefighters Motorcycle Club, enjoying again the camaraderie of firefighters who continue to actively serve community members in their time of need.
After retiring from Kelley Construction, Joe embarked on a long-awaited journey to travel the country with his dog, Abbi. Together they experienced the beauty and excitement of places like the Grand Canyon, Talladega Speedway, and e Golden Gate Bridge, among others. He enjoyed getting to see and make many friends along his way.
Once back home, Joe decided he needed something to do and took a position as a driver at River City Transit. He found joy providing safe transportation for school children and the public. It filled his need to be social and chat with others throughout the day. His cheerful demeanor and friendly spirit made him a favorite among his passengers and fellow employees alike.
His jolly spirit shone brightest as he took on the role of Santa’s Helper, helping deliver Christmas with the Elf Squad, handing out candy canes at the Capitol building, participating in holiday parades, and surprising children at their doors on Christmas Eve.
Joe’s passing leaves a hole in the hearts of all who knew him. He was a man who lived with integrity, passion, and a deep sense of responsibility toward his community and those he loved. He will be remembered for his generous spirit, his ability to lighten any room with his humor, clear any room with a fart, and his steadfast love for his daughter.
Joe survived by cold Budweiser. More importantly, Joe is survived by his daughter, Jeanne, brother David (Penny) Kelley, sister Diann Smith, sister-in-law Laurie Kelley, and a great many extended family members and friends. He was preceded in death by his parents, brothers Bob, Danny, and Mike.
Joe’s family would like to extend a special thank you to Little Joe, Joe Malmassari, for the amazing and unwavering friendship he provided to Joe in the last several years. Little Joe saved Big Joe’s life in 2022 and provided us with more than 2 additional years of time. We are forever grateful to you.
