On Wednesday (May 13, 2026), the United States House of Representatives passed the Nationwide Consumer and Fuel Retailer Choice Act of 2025 (HR 1356), which will allow for year-round sales of fuels blended with 15% ethanol, known as E15.
The American Coalition for Ethanol (ACE), headquartered in Sioux Falls, South Dakota, praised bipartisan House ethanol champions for advancing The Nationwide Consumer and Fuel Retailer Choice Act (H.R. 1346) to enable the year-round, nationwide sale of ethanol blends up to 15% (E15). ACE CEO Brian Jennings issued the following statement: “A bipartisan majority of the U.S. House of Representatives has taken a gigantic step to allow Americans from coast-to-coast permanent access to low-cost E15. This significant milestone was made possible thanks to incredible leadership from Representatives Randy Feenstra, Michelle Fischbach, Adrian Smith, Dusty Johnson, Angie Craig, Sharice Davids, Shontel Brown, Nikki Budzinski, and others who helped build a winning coalition of Republicans and Democrats in the House. ACE is committed to helping build on this momentum to secure bipartisan support for the legislation in the U.S. Senate. As gas prices continue to skyrocket across the United States, allowing E15 to be sold year-round is the fastest way to save consumers at the pump and help make America more energy secure in the face of the oil supply disruption in the Strait of Hormuz. E15 would also help American farmers coping with the worst economic conditions in a generation by increasing corn demand domestically.”
POET, the world’s largest producer of bioethanol, is based in Sioux Falls, South Dakota. Joshua Shields, POET Senior Vice President of Corporate Affairs issued this statement: “The House today (May 13, 2026) provided a common-sense solution to rising fuel prices by approving E15 for year-round use,” said . “E15 has been granted summertime emergency waivers for years because it is proven to lower fuel prices, enhance U.S. energy security, and support rural economies. Making this a permanent solution would provide the certainty needed to expand E15 access to more Americans. We hope the Senate will follow the lead of the House in providing relief for drivers suffering from high fuel costs.”
American Farm Bureau Federation President Zippy Duvall issued this reaction: “Farmers applaud the House of Representatives, which proved what is possible when lawmakers work together on behalf of the American people. The bipartisan vote to allow the sale of year-round E15 will benefit drivers and farmers at a time both are desperately in need of good news. Fuels blended with 15% ethanol will increase demand for corn, which will help a struggling farm economy. America’s drivers will also have the choice to fill their tanks with fuel that is typically 10 to 30 cents cheaper per gallon. We urge the Senate to follow the House’s lead and get this to the desk of President Trump, who has already signaled his support for E15. It’s a win-win for farmers, and for all of America.”
National Farmers Union (NFU) applauds House passage of the Nationwide Consumer and Fuel Retailer Choice Act, legislation that would allow for the year-round, nationwide sale of E15 fuel. NFU President Rob Larew released the following statement after the bill’s passage: “The House today delivered truly bipartisan legislation that provides meaningful benefits for family farmers, their communities and consumers. Year-round, nationwide access to E15 is a kitchen-table issue, helping families save money at the pump while creating stronger domestic market opportunities for America’s farmers. At a time when both producers and consumers are facing continued economic pressure, expanding access to E15 is a commonsense step that strengthens competition in the fuel marketplace, supports homegrown energy and agriculture, and keeps more dollars circulating in rural America. The Senate must quickly take up this legislation and send it to the president’s desk so farmers and families across the country can see meaningful savings and economic relief.”
National Sorghum Producers (NSP) applauded the U.S. House of Representatives for passing legislation to permanently allow nationwide, year-round sales of E15, calling the vote a major victory for America’s farmers, rural communities and domestic energy production. NSP thanked congressional leaders, coalition partners, fuel retailers, ethanol advocates and sorghum farmers across the country who worked for years to advance a permanent legislative solution.
“This is a major step forward for American agriculture and rural America,” said NSP Chair Amy France, a farmer from Scott City, Kan. “Year-round E15 expands domestic demand for American-grown crops, strengthens U.S. energy security and provides greater certainty for farmers and consumers alike. We appreciate the House taking action to finally deliver a permanent solution. For years, farmers have been told to wait while Washington studied, delayed and debated a policy that was already proven to work,” France said. “Today’s vote sends a clear message that Congress recognizes the importance of expanding domestic fuel markets and supporting American agriculture.”
While applauding House passage, NSP urged the Senate to move quickly to approve the legislation and send it to the president’s desk. “Farmers need certainty now, not more delays,” France said. “We urge the Senate to act swiftly and finish the job.”
