The U.S. Department of Agriculture Rural Development is pleased to announce Hally Witte has been selected to serve as the Acting State Director in South Dakota.
Witte is filling the position after the departure of Julie Gross. As an appointed official in the Trump Administration, Gross resigned on January 20, 2021.
As Acting State Director, Witte oversees the delivery in South Dakota of more than 50 programs administered by USDA Rural Development. These programs provide financial and technical assistance to support infrastructure improvements; business development, housing, community facilities such as schools, public safety, and health care facilities, and high-speed internet access in rural areas. Last year alone, these programs invested $430.2 million in rural South Dakota communities.

Prior to this appointment Witte served as the Associate Enterprise Director for USDA Rural Development in South Dakota, providing administrative, human resources and fiscal support for all South Dakota offices, staff, and leadership. Other positions held during her ten years of federal service include Management and Program Analyst and Purchasing Agent for Rural Development in South Dakota.
Prior to joining federal service, Hally worked in healthcare administration and in human resources and accounting for a regional utility provider. She graduated from the University of Sioux Falls in 2015 with bachelor’s degrees in Organizational & Business Management, and Project Management. As a lifelong resident of South Dakota, Hally understands and appreciates the needs of rural communities. She is committed to providing exceptional customer service and helping those in need.
