Rawlins Municipal Library cardholders now have access to even more materials through the Libby app thanks to a Reciprocal Lending Agreement (RLA) worked out by the South Dakota State Library.
The RLA is between the South Dakota Titles To Go eBook Consortium, The Black Hills Digital Library Consortium, and Siouxland Libraries, (powered by OverDrive). Through this connection, cardholders from participating libraries are able to borrow eBooks and audiobooks from other participating libraries.
Patrons of Rawlins Library and other libraries that use the Libby app, will add the participating libraries as “visitors,” enabling the cardholders to browse and borrow from partner collections.
State Librarian George Seamon says this agreement represents a step forward in collaboration among South Dakota libraries. He says by working together, the libraries can provide more content to readers, fostering literacy and learning in their communities.

Key benefits of the RLA:
- Community Impact: Increased circulation and resource sharing, strengthening library services statewide.
- Expanded Access: Patrons gain access to thousands of additional digital titles from Partner Librarians.
- No Additional Cost: Librarians incur no extra fees beyond their current OverDrive agreements.
The SDTTG Consortium serves 80 members statewide.
The Black Hills Digital Library Consortium is a digital resource network that serves 10 libraries in the Black Hills region.
Siouxland Libraries serve a population of over 200,000 individuals with a robust digital collection.
