A U.S. District Court judge has sentenced (March 5, 2025) a Denver, Colorado, woman convicted of Conspiracy to Distribute a Controlled Substance.
34-year-old Rikki Renee Barrowman, a/k/a Juree T Rials, of Denver, Colorado, must pay a $1000 fine and spend just shy of 23 years (22 years and 11 months) in federal prison, followed by five years of supervised release. She also has to pay a $100 special assessment to the Federal Crime Victims Fund.
United States Attorney Alison Ramsdell said the conviction stemmed from a drug conspiracy beginning in January 2021 and continuing until July 2022. She said Barrowman and several other individuals were involved in an extensive plot to distribute methamphetamine in and around western and central South Dakota, including in Pierre and Rapid City as well as on the Cheyenne River Sioux Indian Reservation, Pine Ridge Sioux Indian Reservation and the Rosebud Sioux Indian Reservation.
Ramsdell said this conspiracy involved approximately 65 kilograms of methamphetamine and Barrowman was the source of the supply from Denver. She would supply various individuals who would then transport the methamphetamine to South Dakota where it was further distributed. As part of the conspiracy firearms were traded for narcotics.
This case was investigated by the Cheyenne River Sioux Tribe Law Enforcement Services, the Northern Plains Safe Trails Drug Enforcement Task Force, and the FBI. Assistant U.S. Attorney Meghan N. Dilges prosecuted the case.
Barrowman was immediately remanded to the custody of the U.S. Marshals Service.
