South Dakota Governor Larry Rhoden unveiled his property tax reform plan Tuesday (Jan. 13, 2026) during his State of the State address to a joint session of the state legislature.
One part of his Opportunity Agenda involved property tax relief.
He said his proposal could focus property tax reform where it’s needed most.
Rhoden called his idea a “commonsense conservative plan: not a mandate, but a choice.”
Over the summer, a legislative task force put together 19 different property tax reform proposals for the legislature to consider.
